Policy Brief Bridging The Gap Effective Pathways Towards Netzero And Climate Resilience In Germany

Delivering on those commitments will require not just incremental sector-by-sector change, but wide-ranging, largescale, rapid and systemic transformation (UNEP 2022). Germany, as the biggest emitter of Greenhouse Gases (GHG) in the EU, has to play a lead role in this endeavor. This policy brief addresses current obstacles and practical proposals for successful mitigation and adaptation actions.

The focus of this edited volume is to identify challenges facing organizations in achieving zero greenhouse gas emissions by 2050 and a new energy economy, and to explore solutions from various sectors of the economy to enable the transition to a zero emissions future. Research presented here is divided into three parts, with an introductory statement on growth and sustainability. Part one discusses strategies towards a sustainable economy under a zero emissions goal. Part two contains industry specific case studies focusing on construction and related activities. Part three is devoted to country specific case studies from the Asia-Pacific region. Each of the chapters address one or more of the following issues: restoration, mitigation, adaptation and/or promoting resilience in the face of climate change as part of achieving a sustainable economy. The volume is multi-disciplinary in nature, drawing on various disciplines in social science, business, environment and policy, and will be of interest to UN development agencies, academic institutions, government policy makers, NGOs and business leaders.

This Working Group III contribution to the IPCC Sixth Assessment Report provides a comprehensive and transparent assessment of the literature on climate change mitigation. The report assesses progress in climate change mitigation options for reducing emissions and enhancing sinks. With greenhouse gas emissions at the highest levels in human history, this report provides options to achieve net zero, as pledged by many countries. The report highlights for the first time the social and demand-side aspects of climate mitigation, and assesses the literature on human behaviour, lifestyle, and culture, and its implications for mitigation action. It brings a wide range of disciplines, notably from the social sciences, within the scope of the assessment. IPCC reports are a trusted source for decision makers, policymakers, and stakeholders at all levels (international, regional, national, local) and in all branches (government, businesses, NGOs). This report produced in co-operation with the International Energy Agency (IEA), the International Transport Forum (ITF) and the Nuclear Energy Agency (NEA) identifies the misalignments between climate change objectives and policy and regulatory frameworks across a range of policy domains.

The UN Environment Emissions Gap Report assesses the latest scientific studies on current and estimated future greenhouse gas emissions and compares these with the emission levels permissible for the world to progress on a least-cost pathway to achieve the goals of the Paris Agreement. This difference between “where we are likely to be and where we need to be” is known as the ‘emissions gap’. The report explores some of the most important options available for countries to bridge the gap.

The Working Group I contribution to the Sixth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) provides a comprehensive assessment of the physical science basis of climate change. It considers in situ and remote observations; paleoclimate information; understanding of climate drivers and physical, chemical, and biological processes and feedbacks; global and regional climate modelling; advances in methods of analyses; and insights from climate services. It assesses the current state of the climate; human influence on climate in all regions; future climate change including sea level rise; global warming effects including extremes; climate information for risk assessment and regional adaptation; limiting climate change by reaching net zero carbon dioxide emissions and reducing other greenhouse gas emissions; and benefits for air quality. The report serves policymakers, decision makers, stakeholders, and all interested parties with the latest policy-relevant information on climate change. Available as Open Access on Cambridge Core.

Climate change is one of the greatest challenges of this century. Mitigation requires a large-scale transition to a low-carbon economy. This paper provides an overview of the rapidly growing literature on the role of macroeconomic and financial policy tools in enabling this transition. The literature provides a menu of policy tools for mitigation. A key conclusion is that fiscal tools are first in line and central, but can and may need to be complemented by financial and monetary policy instruments. Some tools and policies raise unanswered questions about policy tool assignment and mandates, which we describe. The literature is scarce, however, on the most effective policy mix and the role of mitigation tools and goals in the overall policy framework.
