Political Accountability In Eu Multi Level Governance

Focusing on the EU, this volume, with a combination of theoretical perspectives and empirical research, examines the problems multilevel governance causes for democratic legitimacy by placing it in a comparative and theoretical context, and explore how challenges faced by the EU compare with those faced by traditional federal systems worldwide.

In recent years there has been a considerable effort in some transnational organizations and institutions to confront a crisis of legitimacy by promising more accountability and openness. This volume takes as its central focus the role of accountability in democratic governance, and attempts to position a broad understanding of the notion of accountability within the overall context of the evolving political system of governance in Europe and in particular of the European Union. Bringing together new work by some of the leading scholars in the field, this volume considers the relationship between accountability and a wide range of other themes in European governance such as problems of representation, transparency, bureaucracy, and transnational relations. The volume also deals with the role of accountability in multi-level governance, and its relationship to both direct democracy and civil society. This book was published as a special issue of West European Politics.

European politics has been reshaped in recent decades by a dual process of centralization and decentralization. At the same time that authority in many policy areas has shifted to the suprantional level of the European Union, so national governments have given subnational regions within countries more say over the lives of their citizens. At the forefront of scholars who characterize this dual process as Omulti-level governance,OLiesbet Hooghe and Gary Marks argue that its emergence in the second half of the twentieth century is a watershed in the political development of Europe. Hooghe and Marks explain why multi-level governance has taken place and how it shapes conflict in national and European political arenas. The Real World of EU Accountability examines how the European Union operates in practice and how and where its various institutions are held to account for the decisions they take and the power they wield.

It has become apparent that a clear gap exists between European Union (EU) level policymaking and Member State implementation. Previous research has neglected to fully define factors that encourage or prevent implementation processes and instead focused on upstream decision making processes or downstream effects of policy. Simona Milio here proposes a shift in analytical focus towards policy-implementation since this constitutes a crucial common pathway that determines whether a policy actually becomes effective or not. EU implementation deficits appear to be influenced by problems related to the multi-level structure of European policy making. Successful implementation will only occur if relevant policy actors at national and sub-national levels are persuaded to co-operate with EU policy goals. Furthermore, this co-operation is not possible unless all parties manage the complex policy networks and implementation regimes responsible for putting European policies into force. Within this framework, this book answers three important questions: 1 Is the EU multi-level governance system weakening the implementation of policies? 2 Are national and sub-national governments capable of dealing with the challenges imposed by multi-level governance? 3 Which factors account for differences in implementation performance among Member States? In order to answer these questions, Simona Milio's research explores the influence of two variables on implementation processes: Administrative Capacity and Political Stability. Cohesion Policy is chosen as the focus of this study since it has demonstrated a dramatically different implementation pace among EU Member States over the past 20 years. Three EU Member States are chosen to test the hypothesis. Italy appears to be a pertinent example, given its constant struggle to conform to EU directives and to implement Cohesion Policy. Spain is chosen since, in contrast to the Italian scenario, it represents the best performing Member State in terms of implementation. Finally Poland is studied, as a case where a shift from centralization towards decentralization has occurred in order to implement Cohesion Policy and integrate the multi-level governance system.

The power and future role of nation states are a topic of increasing importance. The dispersion of authority both vertically to supranational and subnational institutions and horizontally to non-state actors has challenged the structure and capacity of national governments. Multi-level governance has emerged as an important concept for understanding the dynamic relationships between state and non-state actors within territorially overarching networks. Multi-level Governance explores definitions and applications of the concept by drawing on contributions from scholars with different concerns within the broad discipline of Political Studies. It contends that new analytical frameworks that transcend traditional disciplinary boundaries and epistemological positions are essential for comprehending the changing nature of governance. In this context, this volume undertakes a critical assessment of both the potentialities and the limitations of multi-level governance.

It was a great pleasure to find such a rich analysis of the role of national parliaments in the EU. What I particularly like - and what proves to be particularly fruitful is the combination of perspectives; the EU law and national constitutional perspective including a comparative dimension, the perspective that explains the role of national parliaments in the EU from past to present (and even near future) and last but not least, the perspective of the interaction between the legal frameworks and the political reality. Adam Cygan analyses the impact of subsidiarity monitoring upon national parliaments and to what extent this provides new opportunities for national parliaments to be engaged in, and exert influence over, the EU legislative process. While the post-Lisbon position of national parliaments may have improved, this book questions whether national parliaments can really be considered as central actors in EU affairs. The author also queries whether subsidiarity monitoring has the capacity to create a collective bloc of horizontal actors which exert effective accountability over the EU legislative process. Accountability, Parliamentarism and Transparency in the EU will strongly appeal to academics, parliamentarians/parliamentary officials working in EU affairs, as well as EU civil servants.
