Political Islam And European Foreign Policy

The time is ripe for the European Union, its institutions and member states to undertake an explicit review of its current policy of 'benign neglect' towards the broad collection of 'Muslim democrat' parties in the Mediterranean Arab states. The group of experts assembled to produce this new book adduces mounting evidence that this policy may lead to unintended consequences, such as the reinforcement of anti-democratic regimes and radical Islamism. Their arguments favour a broad inclusion of Muslim democrats in EU initiatives aiming at the reform of governance and the development of civil society, without extending to them any singular, exclusive or unsolicited privileges.

A study of the attempts by the US and EU to develop meaningful political relations with Islamist movements in the Middle East and Balkans. The contributors draw on extensive research on Islamist parties and movements and Western policy towards them over the past decade.

Reconsidering the European Union's secular identity

This is the fifth in a series of ten papers published jointly by the EU Institute for Security Studies (EUISS) and the European Institute of the Mediterranean (IEMed) which aim to address ten critical topics for Euro-Mediterranean relations. The papers have been commissioned with a view to formulating policy options on a set of issues which are central to achieving the objectives set out in the 1995 Barcelona Declaration and the Paris Declaration of 2008, as well as defining new targets for 2020 in the political, economic and social spheres. This fifth paper focuses on the way Europe approaches the issue of Islamic political movements in the Middle East and North Africa. The key message that emerges from the report is that it is time for Europe to engage with political Islam in this region. Both authors of the main chapters in this report-- one from the Arab world and the other from Europe-- eloquently make the argument that there is no prospect of a credible democratic transformation of the Arab world without the full integration of Islamist movements into the political mainstream.

Originally published in paperback in 1985, this book was designed to analyse the complex roles which Islam plays in the formulation and implementation of the foreign policies of a number of states in which all, or a considerable part, of the population is Muslim. The countries under study are Iran, Saudi Arabia, Libya, Pakistan, Egypt, Morocco, Iraq, Nigeria, Indonesia and the Soviet Union, and in each case a well-known authority looks at the influence of Islam on the process of foreign policy. This book provided a source of information and insight for readers with a serious interest in the subject, including those in politics, international affairs and journalism.
