Post Communist Civil Society And The Soviet Legacy

This book argues that the weakness of civil society in the post-Soviet Caucasus is a result not only of post-communist political and economic problems, but also of the effects of historical legacies. These influence both formal and informal civil societies and weaken the countries' ability to facilitate democratisation.

The fall of the Berlin Wall launched the transformation of government, economy and society across half of Europe and the former Soviet Union. This volume considers the challenges of democracy building in post-Soviet Armenia, and the role of civil society in that process. It argues that, contrary to the expectations of Western aid donors, who promoted civil society on the assumption that democratization would follow from the establishment of civil society, democratic regimes have failed to materialize, and, moreover, a backlash has emerged in various post-Soviet states. Armine Ishkanian explores how far the growth of civil society depends on a country's historical, political and socio-cultural context; and how far foreign aid, often provided with conditions which encouraged the promotion of civil society, had an impact on democratization. Based on extensive original research, including fieldwork interviews with participants, Democracy Building and Civil Society in Post-Soviet Armenia considers various democratization initiatives in recent years, and assesses how far the Armenian experience is similar to, or different from, the experiences of other post-Soviet states.

Focusing on Soviet culture and its social ramifications both during the Soviet period and in the post-Soviet era, this book addresses important themes associated with Sovietisation and socialisation in the Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This volume provides a much needed update on the state of civil society in post-communist Europe and Russia more than two decades after the fall of the communist regimes. The chapters offer new perspectives on social movement strategies in post-communist Central-Eastern Europe and Russia. The chapters illustrate how social movements develop particular repertoires of action and contention, which are better suited for their specific local contexts in the post-communist setting. In Russia and Poland, the most popular and effective choices are using domestic and transnational legal opportunities, judicial activism and litigation that complement the traditional lobbying and mass mobilization. Human rights framing has become important in Hungary and the Czech Republic. The chapters analyse various types of rights-based activism that operate in otherwise prohibitive social and political environments, thereby raising highly contentious issues, such as animal rights, environment and sustainability, human rights, women’s rights, and gay rights activism. The contributions richly illustrate the often surprising and multiple ways in which transnational discourses and norm pressure are received, translated or resisted in the local contexts. Finally, the volume provides a novel reconceptualisation and offers new understandings of the relationships between the state and civil society in the post-communist context. The collapse of Communism has created the opportunity for democracy to spread from Prague to the Baltic and Black Seas. But the alternatives--dictatorship or totalitarian rule--are more in keeping with the traditions of Central Europe. And for many post-Communist societies, democracy has come to be associated with inflation, unemployment, crime, and corruption. Is it still true, then, as Winston Churchill suggested a half-century ago, that people will accept democracy with all its faults--because it is better than anything else? To find out, political scientists Richard Rose, William Mishler, and Christian Haerpfer examine evidence from post-Communist societies in eastern Europe. Drawing on data from public opinion and exit polls, election results, and interviews, the authors present testable hypotheses regarding regime change, consolidation, and prospects for stabilization. The authors point out that the abrupt transition to democracy in post-Communist countries is normal; gradual evolution in the Anglo-American way is the exception to the rule. While most recent books on democratization focus on Latin America and, to some extent, Asia, the present volume offers a unique look at the process currently under way in nine eastern European countries: the Czech Republic, Hungary, Slovakia, Poland, Slovenia, Bulgaria, Romania, Belarus, and Ukraine. Despite the many problems these post-Communist societies are experiencing in making the transition to a more open and democratic polity, the authors conclude that a little democracy is better than no democracy at all.

The Legacy of the Soviet Union offers a distillation by a group of eminent scholars of their experience of the post-Soviet years. Analysis of the post-Soviet landscape is accompanied by meditations on the impact of the post-Soviet transition on both policy-makers and academics. The book therefore examines both assumptions of 'transition' and reconsiders the experience of Soviet communism in the light of its demise.
