Public participation is central to a wide range of current public policies - not only in the UK, but elsewhere in the developed and the developing world. There are substantial aspirations for what enhanced participation can achieve. This book offers a critical examination of both the discourse and practice of participation in order to understand the significance of this explosion in participatory forums, and the extent to which such practices represent a fundamental change in governance. Based on 17 case studies across a range of policy areas in two English cities, the authors address key issues such as: the way in which notions of the public are constructed; the motivation of participants; how the interests and identities of officials and citizens are negotiated within forums; and the ways in which institutions enable and constrain the development of participation initiatives. Much of the literature on public participation is highly normative. This book draws from detailed empirical work, theories of governance, of deliberative democracy and social movements to offer a nuanced account of the dynamics of participation and to suggest why experiences of this can be frustrating as well as transformative. Improving health in populations in which health is poor is a complex process. This book argues that the traditional government approach of exhorting individuals to live healthier lifestyles is not enough - action to promote public health needs to take place not just through public agencies, but also by engaging community assets and resources in their broadest sense. The book reports lessons from the experience of planning, establishing and delivering such action by the five-year Sustainable Health Action Research Programme (SHARP) in Wales. It critically examines the experience of SHARP in relation to current literature on policy; community health and health inequalities; and action research. The authors make clear how this regional development has produced opportunities for developing general concepts and theory about community-based policy developments that are relevant across national boundaries and show that complex and sustained community action, and effective local partnership, are fundamental components of the mix of factors required to address health inequalities successfully. The book concludes by indicating the connections between SHARP and earlier traditions of community-based action, and by arguing that we need to be bolder in our approaches to community-based health improvement and more flexible in our understanding of the ways in which knowledge and inform developments in health policy. Political parties have lost swathes of members and effective power is ever more concentrated in the hands of their leaders. Behind these trends lie changing relationships between economics, the media and politics. Electoral spending has spiralled out of all control, with powerful economic interests exercising undue influence. The practices of participation and engagement are characterised by complexities and contradictions. All celebratory examples of uses of social media, e.g. in the Arab spring, the Occupy movement or in recent LGBTQ protests, are deeply rooted in human practices. Because of this connection, every case of mediated participation should be perceived as highly contextual and cannot be attributed to one (social) specific media logic, necessitating detailed empirical studies to investigate the different contexts of political and civic engagement. In this volume, the theoretical chapters discuss analytical frameworks that can enrich our understanding of current contexts and practices of mediated participation. The empirical studies explore the implications of the new digital conditions for the ways in which digitally mediated social interactions, practices and environments shape everyday participation, engagement or protest and their subjective as well societal meaning.

The collected essays in this book provide a comparative examination of the process of grassroots mobilization and the development of community-based forms of popular democracy in Central and South America. The first part contains studies from individual countries on organizations ranging from those supported by governments and integrated into the country's political structure to groups that were organized against the existing political system. The organizations studied included those focusing on a particular concern, such as housing, and those with wide responsibility for community affairs; but all were organizations based on common interests where people lived and, in some cases, where people worked. The second part offers theme studies on men, women and differential participation; problems and meanings associated with decentralization, especially in relation to devolution of power to the local level and the construction of popular alternatives; and the competing theoretical paradigms of new social movements and resource mobilization.
