Progress Towards Sustainable Agriculture Drivers Of Change

The Progress towards Sustainable Agriculture initiative (PROSA) is a framework that seeks to complement ongoing efforts on the Sustainable Development Goals (SDGs), and particularly indicator 2.4.1, to support country-level assessments using data already available at the national level. Making agriculture more sustainable – productive, environmentally friendly, resilient and profitable is fundamental, as agriculture remains the main source of livelihood for the majority of the world’s poor and hungry. The pathway towards sustainable agriculture must ensure increasing output, but also make more efficient use of increasingly scarce global resources, be resilient to and help mitigate climate change, and improve human well-being. This technical study examines the key factors driving changes in trends in the indicators of sustainable agriculture and provides decision-makers with insights into viable options for achieving this goal. The study identifies five key groups of drivers that most influence these indicators globally. The ways in which each driver affects the multiple dimensions of sustainability highlights the interconnections, synergies and trade-offs that must be managed in different global contexts to achieve agricultural sustainability. The analysis can help decision-makers operating in different country contexts to identify practical solutions to ensure that their interventions contribute positively to a more sustainable agriculture.

This paper presents a new methodological approach aimed at measuring progress towards sustainable agriculture in countries and across agri-food systems typologies, by measuring socio-economic and environmental dimensions with available national statistics, with sixteen indicators defined and constructed from FAOSTAT data. A trend analysis is carried out at country level over the time series 1961-2018, with country results aggregated by four agri-food systems typologies: traditional; land-intensive and capital-intensive mixed systems; and modern food systems. The analysis provides a novel framework for the analysis of progress in achieving sustainable agriculture by country and agri-food system type, that can be implemented effectively and allows for exploring solutions across development pathways.

Our planet faces multiple and complex challenges in the 21st century. The 2030 Agenda for Sustainable Development commits the international community to act together to overcome them and transform our world for present and future generations. Focusing on food and agriculture, investing in rural people and transforming the rural sector - actions associated with the holistic vision of SDG2 - can speed progress towards all 17 Sustainable Development Goals (SDGs). This publication presents FAO’s work to support countries reach SDG targets, highlighting the crucial interlinkages between food, livelihoods and management of natural resources. Featuring examples of country projects across the globe, it describes how FAO’s long experience in shaping projects and policies founded on sustainability, expertise in monitoring and custodianship of SDG indicators, focus on tackling the root causes of poverty and hunger, and capacity to build partnerships with development actors can aid governments construct the necessary enabling environment to achieve the 2030 Agenda.

The intention of this case study is to learn from the institutional and programmatic processes that have sustained the transformation of Ireland’s food system so that other countries might be inspired by ideas and practices that could be potentially adapted to their own journey towards a sustainable food system. The country’s trajectory from small-scale farming focused on commodity exports with little value addition, to gradual integration into high-value international supply chains, alongside its current ambition to contribute to solving world hunger, reflect the profound shifts that have taken place within and around the boundaries of Ireland’s food system. Ireland’s transformation demonstrates the complexity of multiple drivers (policies, investments, market trends and disruptions) simultaneously at play as food systems evolve. At present, the top challenges in agri-food concern the environment, human health and nutrition.

This publication provides a framework and methodology to track progress in adapting agricultural sectors to the impacts of climate change. Measuring progress in adaptation will help decision-makers to target resources most effectively and focus on the areas where meaningful progress can be made. The target audience includes national decision-makers, planners, development partners, research institutions and practitioners working on climate change adaptation.

Given the central role of the food and agriculture system in driving so many of the connected ecological, social and economic threats and challenges we currently face, Rethinking Food and Agriculture reviews, reassesses and reimagines the current food and agriculture system and the narrow paradigm in which it operates. Rethinking Food and Agriculture explores and uncovers some of the key historical, ethical, economic, social, cultural, political, and structural drivers and root causes of unsustainability, degradation of the agricultural environment, destruction of nature, short-comings in science and knowledge systems, inequality, hunger and food insecurity, and disharmony. It reviews efforts towards ‘sustainable development’, and reassesses whether these efforts have been implemented with adequate responsibility, acceptable societal and environmental costs and optimal engagement to secure sustainability, equity and justice. The book highlights the many ways that farmers and their communities, civil society groups, social movements, development experts, scientists and others have been raising awareness of these issues, implementing solutions and forging ‘new ways forward’, for example towards paradigms of agriculture, natural resource management and human nutrition which are more sustainable and just. Rethinking Food and Agriculture proposes ways to move beyond the current limited view of agro-ecological sustainability towards overall sustainability of the food and agriculture system based on the principle of ‘inclusive responsibility’. Inclusive responsibility encourages ecosystem sustainability based on agro-ecological and planetary limits to sustainable resource use for production and livelihoods. Inclusive responsibility also places importance on quality of life, pluralism, equity and justice for all and emphasises the health, well-being, sovereignty, dignity and rights of producers, consumers and other stakeholders, as well as of nonhuman animals and the natural world. These guidelines are primarily directed towards decision-makers responsible for integrating the goals and targets of the 2030 Agenda for Sustainable Development into national policies and programmes. They will be of value to public and private actors, including investors, researchers and technical practitioners, involved in the broad area of food and agriculture, and rural development. Complementing FAO’s Common Vision for Sustainable Food and Agriculture and its five principles, this publication presents 20 practical and interconnected actions with the aim of transforming food and agriculture and driving achievement across the Sustainable Development Goals (SDGs).

The Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) Programme represents a partnership between the Food and Agriculture Organization of the United Nations (FAO) and the European Union (EU). In 2018, the partnership agreed on the need to have a policy effectiveness analysis conducted in most of the FIRST countries. As policy implementation rather than formulation is repeatedly raised as one of Pakistan’s challenges, this assessment considered the implementation challenges of specific policy processes relevant to the FAO-EU partnership in the country, rather than the entire suite of relevant policies. It considered the necessary conditions to move forward and how best to meet these conditions, including through more strategic resource allocation and more effective approaches to building institutional capacity.
