Promoting Plurilingualism

Traditionally, teachers of majority languages receive less training to teach a language as a second language or to develop the plurilingual repertoire of their learners than, for example, foreign language teachers. Yet, in today's societies, learners bring many different languages to school. This means that the teaching of the majority language has to extend beyond teaching it as a first language and adopt elements of second language teaching. This publication aims to encourage teachers to become agents of reform for the promotion of plurilingualism in majority language teaching. The range of proposed actions includes small-scale activities, such as planning a lesson relating to a specific aspect of grammar which incorporates all languages spoken in the classroom. More comprehensive strategic approaches proposed in the materials involve head teachers or parents.

The Council of Europe stresses the importance of multilingualism in society and of individual plurilingual competence as means to social cohesion. Ultimately, it is within the school that the necessary innovations need to take place. The case studies presented in this publication are an authentic illustration of how this is being realised in different contexts and what successes and challenges it presents. By bringing these innovative language education programmes and school profiles to the fore, its participating in the creation of a new paradigm of school leadership whereby pupils, parents and the local community, instead of being excluded, controlled and forgotten become actively involved in language endeavours. Similarly, teachers can move on from being simply the executors of education programmes to becoming participants in drawing up, implementing and evaluating school policies.

This book critically engages with theoretical shifts marked by the ‘multilingual turn’ in applied linguistics, and articulates the complexities associated with naming and engaging with the everyday language practices of bi/multilingual communities. It discusses methodological approaches that enable researchers and educators to observe and interact with these communities and to understand their teaching and learning needs. It also highlights pedagogical approaches and instructional strategies involved with learning and teaching language and/or content curriculum to students across various learning and educational contexts. The book addresses recent debates on the multi/plural turn in applied linguistics and articulates the limitations of these debates - particularly the absence of discussion of social power relations and contexts in applying different theoretical lenses. It features empirical research from primarily North American classrooms to highlight how plurilingual pedagogies take shape in unique educational contexts, resisting monolingual approaches to language in education. Furthermore, it includes commentary/response pieces from established scholars in dialogue with recent plurilingual research in the field, to put the work in critical perspective within extant theories and literature.

Understanding and experiencing the diversity of languages and cultures is both an aim of and a resource for quality education Plurilingual and intercultural education is a response to the needs and requirements of quality education, covering the acquisition of competences, knowledge and attitudes, diversity of learning experiences, and construction of individual and collective cultural identities. Its aim is to make teaching more effective and increase the contribution it makes both to school success for the most vulnerable learners and to social cohesion. This guide is intended to facilitate improved implementation of the values and principles of plurilingual and intercultural education in the teaching of all languages – foreign, regional or minority, classical and language(s) of schooling.

Plurilingual communication is common practice in most urban areas. Societal domains such as business and science nowadays see themselves as international, and plurilingual communication is the rule rather than the exception. But how do other players in critical domains of modern societies, and more specifically, in education react to this situation? This volume of the Hamburg Studies in Linguistic Diversity (HSLD) series explores this question along three major lines. One group of contributions sheds light on educational policies in Europe and beyond. A second group of contributions elucidates what interaction and communication practices develop in multilingual contexts. The focus is on school settings. Thirdly, we present articles that discuss the effects of plurilingual settings and plurilingual practices on language development. This book offers an insight into the 21st century teaching and learning of English in Asia. Despite English being widely recognized as a lingua franca in this era of globalization, the general EFL proficiency of graduates from high schools and even universities in most Asian countries are still below the expectations of policymakers. Given the critical role English will play in the globalized world, this review and examination of the current state of English education in Asia is both important and timely. This book consists of ten chapters from ten different Asian countries, including the Russian Far East.
