This book examines protest policing and the toolbox of options available to police commanders in response. The right to peacefully protest is intrinsic to democracy and embedded in British history and tradition. The police are responsible for managing public order and facilitating peaceful protest and this has not been without criticism. On occasions, the police have found themselves in opposition to protest groups and there have been incidents of disorder as a result. In response, the development of Police Liaison Teams in the UK has presented the police with a gateway for dialogue between themselves and those involved in protest. Drawing on two contrasting case studies, the policing of the badger cull in South West England and an English Defence League (EDL) march in Liverpool, this book explores the experiences of police commanders, police liaison officers, protesters, counterdemonstrators, members of local businesses and other interested parties. It explores how a dialogical approach with all those engaged in or affected by a protest has assisted the police in balancing human rights and reducing conflict for all. An accessible and compelling read, this book will appeal to students, scholars and practitioners of policing, politics, criminology, sociology, human rights and all those interested in how protests are policed.

Canada is often lauded as a model democracy that values the constitutional rights of its citizens. So when over a thousand people – most of whom were peaceful protesters or hapless bystanders – were violently arrested and then detained without charge during the G20 Summit in Toronto in 2010, many Canadians felt shock and outrage. Putting the State on Trial: The Policing of Protest during the G20 Summit examines the political, social, and economic conditions that “allowed” the policing of the summit to culminate in human and civil rights violations. Written by a multi-disciplinary group of scholars and legal practitioners, this book contextualizes events before, during, and after the summit from a range of perspectives. Although the G20 protests serve as a point of departure in every chapter, the contributing authors engage with larger questions about the control of dissent, the impact of the securitization and internationalization of Canadian politics, the implications of legal uncertainty, and the accountability vacuum.

The report opens with an affirmation that the British Government should protect the right to protest peacefully. It then discusses some concerns about policing of protest which could be addressed by legal and operational changes : -- 1. Reference to insulting words or behaviour should be removed from section 5 of the Public Order Act. This change would allow the police to arrest people for using threatening or abusive language or behaviour but not for using insulting language or behaviour; -- 2. Counter-terrorism powers should never be used against peaceful protestors : the Government's guidance on stop and search powers in Section 44 of the Terrorism Act 2000 should make this clear' - 3. The Government should protect the right to freedom of peaceful assembly around Parliament by repealing the Serious Organised Crime and Police Act 2005. Protest around Parliament should be governed by the Public Order Act 1986, which should be amended to deal with the specific circumstances of Parliament; -- 4. police and protestors need to focus on improving dialogue. The police should aim for 'no surprises' policing : no surprises for the police; no surprises for protestors; and no surprises for protest targets. Protestors should also, where possible, engage with the police at an early stage in their planning, in order to facilitate peaceful protest; Tasers should never be used against peaceful protestors.

In Policing Protest Paul A. Passavant explores how the policing of protest in the United States has become increasingly hostile since the late 1990s, moving away from strategies that protect protesters toward militaristic practices designed to suppress protests. He identifies reactions to three interrelated crises that converged to institutionalize this new mode of policing: the political mobilization of marginalized social groups in the Civil Rights era that led to a perceived crisis of democracy, the urban fiscal crisis of the 1970s, and a crime crisis that was associated with protests and civil disobedience of the 1960s. As Passavant demonstrates, these reactions are all haunted by the figure of black insurrection, which continues to shape policing of protest and surveillance, notably in response to the Black Lives Matter movement. Ultimately, Passavant argues, this trend of violent policing strategies against protesters is evidence of the emergence of a post-democratic state in the United States.
