Epiphanius, Bishop of Constantia on Cyprus from 367 to 403 C.E., was incredibly influential in the last decades of the fourth century. Whereas his major surviving text (the Panarion, an encyclopedia of heresies) is studied for lost sources, Epiphanius himself is often dismissed as an anti-intellectual eccentric, a marginal figure of late antiquity. The methodology of the study of the history of political thought is an area of study which has occupied my interests for nearly a decade. I was introduced to the subject in University College, Swansea. My teachers there provided me with an excellent grounding in political studies. I am particularly indebted to Bruce Haddock, Peter Nicholson and W. H. Greenleaf. Professor Greenleaf was kind enough to supply me with a copy of his bibliography and copies of two of his unpublished papers. I continued to pursue my interest in methodology at the London School of Economics and Political Science. I am indebted to Ken Minogue and Robert Orr who taught me there. This study examines the varieties and continuities of ethical exhortations and ideals in the Jewish and Christian traditions (c. 200 BCE-100 CE) that fall under the rubric of non-retaliation. One of the principal conclusions of this thought-provoking work is that a critical factor in determining the shape of non-retaliatory ethics is whether the exhortation is applied to relations within the local and/or elect community or to relations with oppressors of the elect community. It becomes apparent also that the non-retaliatory ethic of the NT stands solidly in the tradition of non-retaliatory ethics in Early Judaism.
