Quick Clearance Of Major Traffic Incidents

TRB's National Cooperative Highway Research Program (NCHRP) Synthesis 318: Safe and Quick Clearance of Traffic Incidents profiles laws, policies, and procedures for facilitating clearance of traffic incidents, primarily those initially blocking travel lanes and attended to by the vehicle operator, on highways in urban and rural areas. The report discusses quick clearance legislation, hold harmless laws, policies governing the removal of accident victims, the duties of private tow companies, and more.

"The original edition of this 'Traffic Incident Management Systems' (TIMS) report was released in 2008 as part of a cooperative agreement between the UFSA and the International Fire Service Training Association (IFSTA) at Oklahoma State University (OSU). The project was funded by the DOT Federal Highway Administration (FHWA). This latest 2011 edition of TIMS was developed in response to the release of the 2009 edition of the DOT/FHWA's Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD). Changes in the 2009 MUTCD affected the content of the 2008 TIMS report and once again the DOT/ FHWA funded the USFA to work with IFSTA to provide an updated report."--Page 2.

This technical reference provides a working knowledge of the techniques and strategies that practitioners may use to successfully: (1) plan for and operate a particular planned special event or (2) manage all planned special events in a region. In turn, individual managers and decision makers gain an understanding of the collective tasks to develop and implement solutions for managing travel during a planned special event. Transportation operations vary during a planned special event and identifying issues and advance planning activities to use can lead to the successful travel management for a planned special event.
