This book draws on the lessons from one of the most intensive periods of educational reform in any country during recent times. The post-1997 English experience, under a New Labour government, is used to illustrate the opportunities and challenges associated with attempting to develop a world class education system. Such reforms are fiercely contested - and often polarized - with proponents stressing the opportunities created, while others reveal the erosion of professional values. Contributions from UK and overseas researchers, including Andy Hargreaves and John Smyth, reflect on the implications for those concerned with developing education systems across the globe. This work examines the political and organizational factors that have shaped Russian economic reforms since the demise of the Soviet Union. The author draws on a variety of sources - including interviews conducted in Ekaterinburg, Voronezh and Smolensk - to present a multilayered portrait of the successes, failures and umintended consequences of the reforms. The book covers: the consequence of dissolving the USSR and Russia's role in the CIS; political transition; economic reform; assessment of the political and social implications of neo-liberal moneterism and of the voucher privatisation programme; and both regional and federal structures and processes.

Our economies face constant challenges from many different directions. Structural reforms are implemented every day, either to grasp the benefits of globalization and technological change, or to avoid foundering on unaffordable welfare systems or the rise of new economies.Despite this flurry of reforms, many of their effects are insufficiently understood. What makes reforms a success or a failure? Why do we witness systematically ambivalent attitudes to reforms? Can governments implement reforms differently, without inflicting prejudice to large fringes of the population?This book explores these issues by comparing a number of reforms, across a large set of countries and sectors. First, through an innovative multisectorial input-output analysis, the authors compare the effects of liberalisation reforms in the telecommunication and electricity sectors across Europe. Surprisingly, they find that very similar and well-intended reforms can generate highly contrasted outcomes. It is also shown that governments must consider the effects of each reform on all sectorsof the economy. Second, the authors explore how governments can tailor their reform strategy to alter the redistributive effects of reforms. They show that the government's approach to reforms has been very different across time and across countries. A government's approach depends on localinstitutions, on the nature of the opposition, and on the scope of the reform under way. The authors, however, show that governments do have alternatives. Often, there are ways to tailor reforms so as to protect specific parts of the population; and there are ways to experiment gradually, to avoid costly policy mistakes.

The International Conference on Chinese Enterprise Research (ICCER) is an annual event organized by the Lien-Chinese Enterprise Research Centre, Nanyang Technological University. Held on 13 and 14 December 2007 at Nanyang Technological University and the Singapore Chinese Chamber of Commerce & Industry respectively, the succeeding ICCER enjoyed immense support from local and international Management scholars, boosting the scale and academic standing of the conference. The conference invited famous keynote speakers, including Professor Zhang Weiying, Dean of Guanghua School of Management, Peking University and Professor Zhao Renwei, former director of the Institute of Economy, Chinese Academy of Social Science. At the same time, attendance also included heads of Nanjing University, Sun Yat-Sen University, Northwest University and Sichuan University''s Management and Economics schools, together with research directors and professors of the finest educational institutions. In addition to academic presentations, a panel of prominent economists such as Professor Tan Khee Giap from Nanyang Technological University, Mr Xu Li, General Manager of Industrial and Commercial Bank of China (Singapore) and Mr Jack Niu, Deputy Group Chief Credit Officer, Standard Chartered Bank also deliberated on the topic OCyInternationalization of Banks in ChinaOCO.
