Inégalités de développement humain constituent une entrave à la réalisation du Programme de développement durable à l’horizon 2030. Elles ne se résument pas à des écarts de revenus et de richesses, et l’on ne peut en rendre compte au moyen de simples indicateurs synthétiques unidimensionnels. Elles détermineront aussi les perspectives de ceux et celles qui seront peut-être encore vivants au XXIIe siècle. Le Rapport étudie les inégalités de développement humain en allant au-delà des revenus, des moyennes et du temps présent. Il s’interroge sur les formes d’inégalités qui comptent et leurs moteurs, reconnaissant que les inégalités pernicieuses sont généralement mieux perçues comme un symptôme de problèmes d’une plus grande ampleur dans une société ou une économie. Il cherche également à déterminer quelles politiques sont susceptibles de s’attaquer à ces moteurs – des politiques qui peuvent aider les pays à faire avancer leur économie tout en améliorant le développement humain et en réduisant les inégalités.

Improving learning evidence and outcomes for those most in need in developing countries is at the heart of the United Nations’ Sustainable Development Goal on Education (SDG4). This timely volume brings together contributions on current empirical research and analysis of emerging trends that focus on improving the quality of education through better policy and practice, particularly for those who need improved 'learning at the bottom of the pyramid' (LBOP). This volume brings together academic research experts, government officials and field-based practitioners. National and global experts present multiple broad thematic papers – ranging from the effects of migration and improving teaching to the potential of educational technologies, and better metrics for understanding and financing education. In addition, local experts, practitioners and policymakers describe their own work on LBOP issues being undertaken in Kenya, India, Mexico and Ivory Coast. The contributors argue persuasively that learning equity is a moral imperative, but also one that will have educational, economic and social impacts. They further outline how achieving SDG4 will take renewed and persistent effort by stakeholders to use better measurement tools to promote learning achievement among poor and marginalized children. This terminal evaluation covers the project "Mainstreaming ecosystem-based approaches to climate-resilient rural livelihoods in vulnerable rural areas through the farmer field school (FFS) methodology", funded by the Global Environment Facility (GEF). The overall performance of the project is moderately satisfactory. The project is relevant in its response to climate change adaptation needs in Senegal. It is coherent in its design and is in phase with the Plan Senegal Emergent (PSE). The evaluation found that the project has contributed to capacity building of institutional actors and farmers organizations on climate change adaptation, resilience and gender equity. Notable results include: capacity building of technicians, relay producers, farmers and agro-pastoralists on good practices of adaptation to climate change, through the field-school approach; the establishment of a climate resilience fund that has allowed to finance micro-projects in rural area; the dissemination of agro-climatic information; trainings on adapted climate change practices at the farmfer field school (FFS) and agropastoral field school (APFS) level.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Le rapport annuel de l’Organe international de contrôle des stupéfiants (OICS) est axé, cette année, plus spécifiquement sur les conséquences économiques de l’abus de substances. Le rapport se divise en 4 chapitres : Conséquences économiques de l’abus de substances; Fonctionnement du système international du contrôle des drogues ; Analyse de la situation mondiale ; Recommandations à l’intention des gouvernements, des organismes des Nations Unies et des autres organisations internationales et régionales compétentes.

L‘avenir du travail en Afrique se penche sur deux questions fondamentales : comment créer des emplois productifs et comment subvenir aux besoins des laissés-pour-compte. Le rapport met en lumière comment l’adoption des technologies numériques, conjuguée à d’autres phénomènes mondiaux, transforme la nature du travail en Afrique subsaharienne et pose un défi en même temps qu’elle crée de nouvelles possibilités. Les auteurs montrent que les nouvelles technologies ne sont pas simplement synonymes de destruction d’emplois, comme on le craint généralement, mais qu’elles peuvent permettre aux pays africains de construire un monde du travail inclusif et offrir des opportunités aux travailleurs les moins qualifiés. Pour exploiter ces opportunités, cependant, il est indispensable de mettre en place des politiques publiques et de réaliser des investissements productifs dans quatre domaines principaux. Il faudra notamment promouvoir des technologies numériques inclusives, développer le capital humain d’une main-d’oeuvre jeune, globalement peu qualifiée et qui s’accroît rapidement, augmenter la productivité des entreprises et des travailleurs du secteur informel et élargir la couverture de la protection sociale pour atténuer les risques liés aux bouleversements du marché du travail. Le présent rapport, prolongement du Rapport sur le développement dans le monde 2019 de la Banque mondiale, aborde en conclusion d’importantes questions de politique publique qui viendront alimenter de futurs travaux de recherche permettant de guider les pays africains sur la voie d’une croissance plus inclusive.

The long-standing informality debate in the Middle East and North Africa (MENA) Region has taken on a new urgency as it looks for a pathway to more socially inclusive growth that is less reliant on fossil fuels. This is occurring against a backdrop of subpar labor market outcomes, further growth setbacks, and deteriorating fiscal and current account deficits in the aftermath of the COVID-19 pandemic--and in the wake of high inflation and supply chain disruptions triggered by the Russian Federation-Ukraine war. 'Informality and Inclusive Growth in the Middle East and North Africa' aims to better understand the characteristics and incentive structure that have led to the prevalence of informal employment in three MENA countries--the Arab Republic of Egypt, Morocco, and Tunisia. The report breaks new ground by adopting a comprehensive perspective to focus on the features of, and interrelationships among, different aspects of these countries' institutional landscapes to make sense of the complex incentive structure that workers and firms face when deciding between formal and informal options. Specifically, the report groups these issues in three broad realms: (1) entrepreneur-worker relations, (2) taxes and transfers, and (3) market conditions. 'This report is an extremely welcome addition to the literature on MENA labor markets. By analyzing the incentive structure and institutional factors that have led to the prevalence of informal employment in Egypt, Morocco, and Tunisia, it points the way to policy actions that can be taken to reduce informality and increase social protection for workers. The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.
