Popular music is increasingly visible in government strategies and policies. While much has been written about the expanding flow of music products and music creativity in emphasising the global nature of popular music, little attention has been paid to the flow of ideas about policy formation and debates between regions and nations. This book examines specific regional and national histories, and the different cultural values placed on popular music. The state emerges as a key site of tension between high and low culture, music as art versus music as commerce, public versus private interests, the right to make noisy art versus the right to a good night’s sleep. The political economy of urban popular music is a strong focus, examining attempts to combine and complement arts and cultural policies with ‘creative city’ and ‘creative industries’ strategies. The Anglophone case studies of policy contexts within in Canada, Britain, the US and Australia reveal how the everyday influence and use of popular music is also about questions of aesthetics, funding and power. This book discusses the role of cultural practices and policy for sustainable development in West Africa across different artistic disciplines, including performance, video, theatre, community arts and cultural heritage. Based on ethnographic field research in local communities, the book presents findings on current debates of cultural sustainability in Nigeria, Ghana, Cameroon and Benin. It provides a unique perspective connecting cultural studies, conflict studies and practical peacebuilding approaches through the arts. The first part pays particular attention to aspects of social cohesion and the circumstances of internally displaced persons e. g. caused by the Boko Haram insurgency in Northeast Nigeria. Hong Kong was once an established hub of creativity in Asia recognized internationally for its cinema, Bruce Lee and Kung Fu. Cantopop, its particular form of pop music, was popular throughout China and East Asia from the 1970s. So why is Hong Kong’s creative industry today in a state of stagnation? Cultural Policy and East Asian Rivalry unravels the challenges faced by the creative industries in Hong Kong in relation to the wider East Asian context in countries including Singapore, Japan, Korea, Vietnam, Malaysia and China. Based on a four-year study of the gaming industry in Hong Kong, this book explores the barriers that creative industries face in the region. Fung argues that a lack of cultural policy in Hong Kong has damaged the gaming industry and by extension all creative industries in the region by rendering them uncompetitive. Conversely, the growing strength of cultural policy in other countries across the region has created further barriers for the industry.
