Reconstructing Governance And Public Administration For Peaceful Sustainable Development

This publication examines the traditional methods of post conflict reconstruction and combines them with conflict sensitive awareness and new strategies to come up with innovative ways of creating legitimate, functioning governance and public administration institutions that will maintain an enduring peace. The insights and recommendations of this publication are useful in improving the policies and practices of post-conflict governance reconstruction so that communities emerging from violent conflict can reach their potential.

The main objective of the 2010 World Public Sector Report is to analyze challenges, strategies and practices in rebuilding public administration after conflict. It is unique in that it provides key lessons learned about transforming governments to promote peaceful coexistence, sustainable development and prosperity for all citizens. The report is based on a literature review of the main theories and issues involved in post-conflict reconstruction, coupled with an analysis of relevant case studies and good practices from all five regions of the world, dating from the end of World War II to the present. This publication examines four main key areas of public administration reconstruction: institution-building, leadership, human resources in the public sector, citizen engagement and public service delivery. The report is intended for decision makers in conflict or conflict-prone situations; personnel in regional and international organizations; practitioners and experts involved in reconstructing governance and public administration, particularly in developing countries and transition economies; educators, scholars and students at academic institutions, think-tanks and policy centres; and interested laypersons.

When the guns are silenced, those who have survived armed conflict need food, water, shelter, the means to earn a living, and the promise of safety and a return to civil order. Meeting these needs while sustaining peace requires more than simply having governmental structures in place; it requires good governance. Natural resources are essential to sustaining people and peace in post-conflict countries, but governance failures often jeopardize such efforts. This book examines the theory, practice, and often surprising realities of post-conflict governance, natural resource management, and peacebuilding in fifty conflict-affected countries and territories. It includes thirty-nine chapters written by more than seventy researchers, diplomats, military personnel, and practitioners from governmental, intergovernmental, and nongovernmental organizations. The book highlights the mutually reinforcing relationship between natural resource management and good governance. Natural resource management is crucial to rebuilding governance and the rule of law, combating corruption, improving transparency and accountability, engaging disenfranchised populations, and building confidence after conflict. At the same time, good governance is essential for ensuring that natural resource management can meet immediate needs for post-conflict stability and development, while simultaneously laying the foundation for a sustainable peace. Drawing on analyses of the close relationship between governance and natural resource management, the book explores lessons from past conflicts and ongoing reconstruction efforts; illustrates how those lessons may be applied to the formulation and implementation of more effective governance initiatives; and presents an emerging theoretical and practical framework for policy makers, researchers, practitioners, and students. Governance, Natural Resources, and Post-Conflict Peacebuilding is part of a global initiative to identify and analyze lessons in post-conflict peacebuilding and natural resource management. The project has generated six books of case studies and analyses, with contributions from practitioners, policy makers, and researchers. Other books in this series address high-value resources, land, water, livelihoods, and assessing and restoring natural resources.

In September 2015 the United Nations Member States adopted the 2030 Agenda for Sustainable Development, a vision for transforming the world by ending poverty, transforming societies and protecting the planet. At the heart of the 2030 Agenda are 17 Sustainable Development Goals (SDGs) and 169 targets covering areas of critical importance for humanity and the planet - people, planet, prosperity, peace, and partnership. From reaching social and economic equality to combating climate change, the SDGs cannot be achieved without determined and sustained efforts from public institutions. More than ever, continuous innovation and integrated approaches are needed. The critical role of public institutions in realizing the SDGs is highlighted in the Goal 16 which is calls for building effective, accountable institutions at all levels.This Compendium of Innovative Practices in Public Governance and Administration for Sustainable Development explores three shifts in government-society interactions that have had significant impact on public administration and public service. These are the (i) demand for more people-centered governance, (ii) greater use of ICT technologies in public sector, and (iii) demand for high-quality human resources in public sector to deal with increasingly more complex development imperatives. The Compendium contains both substantive analysis and case studies on these three important themes. It can function as a useful reference and illustrate that promoting innovative practices in public service delivery is vital for achieving the sustainable development goals and leaving no one behind.

This book highlights the main factors determining the quality of public administration in conflict affected countries; and assesses to what extent the conflict determines and impacts on the performance of public administration in affected countries. The main value added by this book is confirming the general expectation that there is no direct and universal link between the conflict and public administration performance (and vice-versa). One may need to argue that each country situation differs and specific factors of internal and external environments determine the trends of public administration performance in conflict affected countries. To achieve the overarching goal of the book, sixteen country studies were developed from all relevant continents - America, Africa, Asia and Europe: Bangladesh, Colombia, Croatia, Egypt, Georgia, Iraq, Kosovo, Nigeria, Palestine, Paraguay, Philippines, Serbia, South Africa, Uganda, Ukraine, and Venezuela.

The World Public Sector Report will be published every two years with the intention of reviewing major trends and issues concerning public administration and governance. This inaugural issue of the report considers the process of globalisation and the challenges and opportunities it offers for the role of the public sector in countries around the world. It is increasingly being acknowledged that the State is a key actor in the development process and has a major role to play in making globalisation work for all, for example in alleviating poverty and income inequality, advancing human rights, promoting sustainable development and combating international crime. Issues discussed in the report include: the many facets of globalisation; its impact on the State; reinforcing state institutions and social policies; defining and measuring the size of the State.

Analysing the relationship between civil society and the state, this book lays bare the assumptions informing peacebuilding practices and demonstrates through empirical research how such practices have led to new dynamics of conflict. The drive to establish a sustainable liberal peace largely escapes critical examination. When such attention is paid to peacebuilding practices, scholars tend to concentrate either on the military components of the mission or on the liberal economic reforms. This means that the roles of Non-Governmental Organizations (NGOs) and the impact of attempting to nurture Northern forms of civil society is often overlooked. Focusing on the case of Cambodia, this book seeks to examine the assumptions underlying peacebuilding policies in order to highlight the reliance on a particular, linear reading of European / North American history. The author argues that such policies, in fostering a particular form of civil society, have affected patterns of conflict; dictating when and where politics can occur and who is empowered to participate in such practices. Drawing on interviews with NGO representatives and government representatives, this volume will assert that while the expansion of civil society may resolve some sources of conflict, its introduction has also created new dynamics of contestation. This book will be of much interest to students of peacebuilding, conflict resolution, development studies, S.E. Asian politics, and IR in general.
