Referat D Iii Of Abteilung Deutschland And The Jewish Policy Of The German Foreign Offices 1940 43

Abteilung Deutschland came about as a department of the German Ministry of Foreign Affairs in May 1940, following a reorganization of the Referat Deutschland. The latter was established in 1933, and its first task was justifying German anti-Jewish policies to the outside world. Later its functions expanded, and in 1938-39 Referat Deutschland was instrumental in the policy of "forced emigration" of Jews, launched by the SS. The Referat D III was a desk in the Abteilung Deutschland dealing with Jewish matters. Dwells on the personalities of the chief of the department, Martin Luther; the Referat D III's chief, Franz Rademacher; and its leading "Jewish experts", e.g. Karl Otto Klingenfuss, Herbert Müller, and Fritz-Gebhardt Hahn. In 1940-41 the Referat D III prepared Nazi projects for resettlement of European Jews (e.g. the Madagascar project) and helped the Nazi satellite states (and exerted pressure on them) to introduce anti-Jewish legislation and implement their own anti-Jewish policies. Luther coordinated the Abteilung Deutschland's policies with every turn of the Final Solution. With the start of the deportations and mass murders of Jews, the Abteilung Deutschland became involved in deportations of Jews from satellite and neutral countries. However, the department remained a junior partner of the SS, since the latter did not always consult with the Foreign Office in carrying out its anti-Jewish actions. In March 1943 Abteilung Deutschland was dissolved, following a personal conflict between Luther and Ribbentrop, and its functions passed to the Inland II A department.

Christoph Kimmich's German Foreign Policy, 1918-1945: A Guide to Current Research and Resources is a comprehensive guide to archival resources and published materials on the foreign policy of Weimar and Nazi Germany. In this volume Yehudi Bauer describes the efforts made to aid European victims of World War II by the New York-based American Jewish Joint Distribution Committee, American Jewry's chief representative abroad. Drawing on the mass of unpublished material in the JDC archives and other repositories, as well as on his thorough knowledge of recent and continuing research into the Holocaust, he focuses alternately on the personalities and institutional decisions in New York and their effects on the JDC workers and their rescue efforts in Europe. He balances personal stories with a country-by-country account of the fate of Jews through ought the war years: the grim statistics of millions deported and killed are set in the context of the hopes and frustrations of the heroic individuals and small groups who actively worked to prevent the Nazis' Final Solution. This study is essential reading for anyone who seeks to understand the American Jewish response to European events from 1939 to 1945. Bauer confronts the tremendous moral and historical questions arising from JDC's activities. How great was the danger? Who should be saved first? Was it justified to use illegal or extralegal means? What country would accept Jewish refugees? His analysis also raises an issue which perhaps can never be answered: could American Jews have done more if they had grasped the reality of the Holocaust?

And how could it have been otherwise, when they worked at the whim of a regime in the grip of "ignorant maniacs"? But what if, Robert Hutchinson asks, the worldviews of the intelligence services and the "ignorant maniacs" aligned more closely than these analyses—and subsequent studies—assumed? What if the reports of the German foreign intelligence services, rather than being dismissed by ideologues who "knew better," instead served to reinforce the National Socialist worldview? Returning to these reports, examining the information on enemy nations that was gathered, processed, and presented to leaders in the Nazi state, Hutchinson's study reveals the consequences of the politicization of German intelligence during the war—as well as the persistence of ingrained prejudices among the intelligence services' Cold War successors. Closer scrutiny of underutilized and unpublished reports shows how during the World War II the German intelligence services supported widely-held assumptions among the Nazi elite that Britain was politically and morally bankrupt, that the Soviet Union was tottering militarily and racially inferior, and that the United States' vast economic potential was undermined by political, cultural, and racial degeneration. Furthermore, Hutchinson argues, these distortions continued as German intelligence veterans parlayed their supposed expertise on the Soviet Union into positions of prominence in Western intelligence in the early years of the Cold War. With its unique insights into the impact of ideology on wartime and post-war intelligence, his book raises important questions not only about how intelligence reports can influence policy decisions, but also about the subjective nature of intelligence gathering itself.
