Reform Of Higher Education In Europe

The volume ‘Reform of Higher Education in Europe’ is published in celebration of CHEPS’ 25th anniversary. All contributors to this book are working at CHEPS, and bring their extensive knowledge of the deep-seated reforms and changes to the field of higher education and research over the last 25 years. The chapters are each devoted to a detailed policy analysis deeply rooted in CHEPS’ quarter-century programme of theoretical and empirical research. Some contributions cover key themes of concern since CHEPS’ early years, including state-university relationships, quality assurance and funding. Other contributions cover more contemporary higher education policy issues, including European reform initiatives (innovation, the Bologna Process, doctoral training and the Erasmus programme) and debates around higher education institutions’ evolving functions, including the university’s third mission and the research function of universities of applied sciences. What unifies all chapters is their recognition that policy success is dependent on smart implementation grounded in a comprehensive understanding of highly complex policy processes. The book as a whole offers clear descriptions and analyses of how policy processes are implemented through co-ordinated institutional and stakeholder interventions. This volume seeks to enhance academic and policy-maker understanding of Europe’s evolving higher education system as it emerges as a cornerstone of the contemporary knowledge society.

Higher Education System Reform provides a comparative analysis of the position of 12 Higher Education Systems since the Bologna Declaration of 1999. It discusses and reflects on the original Bologna goals, the adopted paths of reform and the achieved results.

Romania hosts the 2012 Bologna / European Higher Education Area Ministerial Conference and the Third Bologna Policy Forum. In preparation for these meetings, The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) organised the Future of Higher Education - Bologna Process Researchers’ Conference (FOHE-BPRC) in Bucharest on 17-19 October 2011, with the support of the European University Association (EUA) and the Romanian National Committee for UNESCO. The conference brought the voices of researchers into international-level policy making in higher education. The results of the conference are presented in this book. Until now, empirical evidence supporting policies and reforms in higher education has often been a matter of local or regional focus. The development of a pan-European process in higher education policy drives a need to explore wider research topics on which to base policies. This book offers an unprecedented opportunity for higher education researchers to interact and contribute to the political process shaping the European Higher Education Area (EHEA), and to national policy agendas in more than 100 participant countries for the 2012 ministerial events. The book collects more than 50 articles focusing on vital issues in European higher education. This volume offers a comprehensive discussion of implementation analysis in higher education and an extensive review of relevant recent literature. Coverage analyzes the effective and specific complexities of the implementation of higher education policies in several countries, including: Australia, Austria, Finland, Italy, Mexico, the Netherlands, Norway, Portugal, Spain, South Africa, Sweden, the United Kingdom, and the United States.

In the context of political and economic transformation processes in Central and Eastern Europe a profound reform of the system of higher education and science has become necessary. The difficult legal and economic problems of an institutional-organisational reform of higher education and science are described in four comparative articles and seven case studies covering nine transformation countries. Im Rahmen des politischen und wirtschaftlichen Transformationsprozesses in den Übergangsstaaten Mittel- und Osteuropas ist auch eine tiefgreifende Reform des Hochschul- und Wissenschaftssystems notwendig geworden. In vier vergleichenden Überblicksartikeln und sieben Fallstudien für neun Staaten werden die schwierigen rechtlichen und wirtschaftlichen Probleme einer organisatorischen und inhaltlichen Umgestaltung dieser Systeme seit 1989/90 dargestellt.

The political upheavals in the former Soviet Union and its satellite states in Central and Eastern Europe have produced profound social, educational, and economic changes. Once a centerpiece of the communist state, the study of science and technology in the university has now fallen victim to economic and social disarray. Support for the teaching and funding of science and technology is of primary importance for the economic health of any modern nation. The ten chapters of this work examine what happens to a scientific and technological establishiment that suddenly has to make its own way as exemplified in many countries worldwide today.
