Reforming Asian Socialism

Examines the dramatic transformation of Asian communist countries-China in particular-to vigorous market economies

The immense process of economic and social transformation currently underway in China and Vietnam is well known and extensively documented. However, less attention has been devoted to the process of Chinese and Vietnamese legal change which is nonetheless critical for the future politics, society and economy of these two countries. In a unique comparative approach that brings together indigenous and international experts, Asian Socialism and Legal Change analyzes recent developments in the legal sphere in China and Vietnam. This book presents the diversity and dynamism of this process in China and Vietnam-the impact of socialism, constitutionalism and Confucianism on legal development; responses to change among enterprises and educational and legal institutions; conflicts between change led centrally and locally; and international influences on domestic legal institutions. Core socialist ideas continue to shape society, but have been adapted to local contexts and needs, in some areas more radically than in others. This book is the first systematic analysis of legal change in transitional economies.

The profound political, economic, and social changes in China in the second half of the twentieth century have produced a wealth of scholarship; less studied however is how cultural events, and theater reforms in particular, contributed to the dynamic landscape of contemporary Chinese society. Rethinking Chinese Socialist Theaters of Reform fills this gap by investigating the theories and practice of socialist theater and their effects on a diverse range of genres, including Western-style spoken drama, Chinese folk opera, dance drama, Shanghai opera, Beijing opera, and rural theater. Focusing on the 1950s and ’60s, when theater art occupied a prominent political and cultural role in Maoist China, this book examines the efforts to remake theater in a socialist image. It explores the unique dynamics between official discourse, local politics, performance practice, and audience reception that emerged under the pressures of highly politicized cultural reform as well as the off-stage, lived impact of rapid policy change on individuals and troupes obscured by the public record. This multidisciplinary collection by leading scholars covers a wide range of perspectives, geographical locations, specific research methods, genres of performance, and individual knowledge and experience. The richly diverse approach leads readers through a nuanced and complex cultural landscape as it contributes significantly to our understanding of a crucial period in the development of modern Chinese theater and performance.

The West no longer regards communism in East Asia as a threat. On the contrary, because the communist party states of East Asia appear to be undergoing a process of reform directed primarily at economic modernization, it is now regarded as a potential market. The West’s attitude is reinforced by the recognition of East Asia’s economic importance more generally – a perception which in itself undoubtedly stimulated reform in the region’s communist party states. The causes, extent and consequences of reform in the East Asian communist party states are the concerns of the contributions to this volume, first published in 1988. It includes chapters on the reform process in China, North Korea, Vietnam and Mongolia; as well as examinations of the roles played by both China and the Soviet Union in the Asia-Pacific region. They demonstrate that a belief in a simple, single process of economic and political liberalization – brought about by the drive for economic modernization, the production imperative – is a misleading argument. Although the production imperative might act as a stimulus to reform, it is neither a sufficient nor even a necessary condition. In individual countries the communist party’s search for legitimacy, a change of leadership, or the relationship with the USSR have equally been the spur to reform. The drive for economic modernization may even be a consequence of the communist party’s desire to reform rather than a cause. The absence of a uniform pattern does not detract from the potential consequences of economic and political change. These challenge socialist thinking on the nature of collective life, ownership and rural society.

This book is intended for policy-makers, academics and students of development studies, area studies, political economy, geography and political science. Three of the best global performers in terms of economic growth are authoritarian states led by communist parties. The ‘socialist market economy’ model employed in China, Vietnam and Laos performs better than the economic systems in countries at a similar level of income per capita on a wide range of development indicators, yet market reforms and governance failures have led to highly unequal societies and significant environmental problems. This book presents the first comparative study of development in these three countries. Written by country experts and scholars of development studies, it explores the ongoing quest for market versus state within their model, and the coherence of their development. A comparative study of the political economy of the transition from communism in East and Southeast Asian countries (China, North Korea, Vietnam, Laos and Cambodia), addressing the key theoretical questions generated from the debate between shock-therapists and gradualists. While accurately defining the pre-reform model, this book explores the causal variables that have contributed to reform efforts within Asia, examining the significance of the sequencing of political and economic transition and the interplay between politics and the economy in determining variations in transition outcomes. Comparing the 'real world' experiences of transition nations in communist Asia with Eastern Europe, prominent questions are brought to the fore; will market capitalism or market socialism prevail after the grand failure of communism? This book makes an important contribution to the political economy theory of comparative communist and post-communist studies and provides detailed analytical insights that will prove influential in future theoretical work.

Based on research carried out over the three decades, this book compares the post-war political economies of Cambodia, Laos and Vietnam in the context of their individual and collective impact on contemporary efforts at regional integration. The author highlights the different paths to reform taken by the three neighbours and the effect this has had on regional plans for economic development through the ASEAN and the Greater Mekong Subregion. Through its comparative analysis of the reforms implemented by Cambodia, Laos and Vietnam over the last thirty years, the book draws attention to parallel themes of continuity and change. The author discusses how the three states have demonstrated related characteristics whilst at the same time making different modifications in order to exploit the unique strengths of their individual cultures. Contributing to the contemporary debate over the role of democratic reform in promoting economic development, the book provides a detailed account of the political economies of three states at the heart of Southeast Asia.

The essays in this volume address the industrial, commercial, urban and regional reforms of China's planned economy during the 1980s. The emphasis is on the dominating institutional and bureaucratic presence of the state even as it sought to loosen the pre-1979 vertically structured centralised command system and to introduce some market principles to stimulate economic activity. The essays fall into four categories: theoretical and policy discussions and debates at the central leadership level; reform of the urban economy and of inter-regional relations; industrial and commercial reforms; and the rise and position of the new entrepreneurial class. Many of the essays draw on interviews with Chinese economic officials in the Central China city of Wuhan and therefore this is the only study that uses local data on actual operations of reforms from a Chinese city; the other sources are the Chinese press and Chinese official and scholarly journals. In each of the categories there are pieces from different points in the chronological process of reform. This study begins with the first theoretical discussions among China's economists and top political leaders in the late 1970s and concludes with experiments with bankruptcy and stock markets in the late 1980s. The countervailing heavy presence of the state at both the policy and the practical levels throughout the reform decade is its unifying theme.
