Regional development is attracting the attention of policy makers and scientists again, as regions, urban centers and rural areas, experience substantial pressures, particularly in Europe, as a consequence of globalization and geopolitical changes which lead to changes in spatial structures and dynamics. This book is based on the contributions of Greek regional science research presented at the 2006 Congress of the European Regional Science Association at Volos, Greece. The contributions selected to be presented in this book address these changes offering a fresh look into regional development. They provide an overview of regional development concerns from Greek regional scientists but the issues discussed pervade Greek particularities and stimulate thinking about regional science, regional development and regional policy in the early twenty-first century.

Regional economic models are the key to predicting the effects of transportation, economic development, energy, fiscal and environmental policies. Despite this, the principal regional economic policy analysis model used throughout the United States by government agencies, universities, and the private sector has not been presented in a book until now. The approach to building, understanding and using regional models presented in Regional Economic Models: A Systematic Approach to Forecasting and Policy Analysis is progressive. It begins with the simplest possible models and concludes with a full presentation of the leading model used by policy makers today. The full details are presented along with facilitating software, which is made available so that the reader can build a prototype model for any state or country and can perform policy simulations with full operational models for a sample area. Policy studies are discussed that have been carried out with the model, as well as the range of ways in which policies can be tested through policy simulations. The necessary background is developed for understanding the ways in which models can be used to improve the basis upon which policies are evaluated, as well as the sensitivity of the predicted effects to the model chosen for the analysis. The presentation is multifaceted and includes equations, diagrams and numerical examples. The professional literature is integrated with introductory materials to produce the first comprehensive book on regional modeling that extends from economic base models to modeling advances that are currently being published in economic journals.

This book reflects a large number of intellectual debts that I owe to friends and colleagues. The concepts and methods described here were developed and tested in field projects funded by the United States Agency for International Development. Eric Chetwynd, Jr., played a central role in the Urban Functions in Rural Development (UFRD) projects on which the book is based. Without his advocacy, interest and support for nearly a decade, the projects could not have been undertaken.

Regional economic development has attracted the interest of economists, geographers, planners and regional scientists for a long time. And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

Throughout the world, a sense of crisis has settled in like a nightmare that refuses to leave. We look towards the horizon with apprehension. Major changes are afoot. Older industrial regions, once rich and powerful, stand by helplessly as factories close down. Poor countries are sliding into bankruptcy, unable even to feed their populations. In a few scattered enclaves, called ex port platforms, new manufacturing plants spring up overnight: they employ predominantly young, unmarried women and ship their products to unknown destinations overseas. Small companies are eaten up by bigger ones which, in turn, are absorbed by still larger conglomerates. Some industrial sectors are wiped out altogether. Tensions between states are increasing. More and more countries are coming under military rule. Torture and terrorism are turned into tools of official state policy. Civil wars are fought in Central America, Northern Africa, and Southeast Asia. International conflict flares up be tween Britain and Argentina, Iraq and Iran, Ethiopia and Somalia. Economic growth has slowed to a crawl. Inflation undercuts the livelihood of the poor. The small producer is ruined. It appears that we are involved in a major restructuring of the capitalist world. The problems are profits, capital accumulation, and efficiency in pro duction. To make the indicators point up, whole regions are sacrificed, new technologies are put in place, and new locational patterns are created as the world is carved up into a new international division oflabor.

Volume One of the Classics of Comparative Policy Analysis, "Theory and Methods in Comparative Policy Analysis Studies" includes chapters that apply or further theory and methodology in the comparative study of public policy, in general, and policy analysis, in particular. Throughout the volume the chapters engage in theory building by assessing the relevance of theoretical approaches drawn from the social sciences, as well as some which are distinctive to policy analysis. Other chapters focus on various comparative approaches based on developments and challenges in the methodology of policy analysis. Together, this collection provides a comprehensive scholastic foundation to comparative policy analysis and comparative policy studies. "Theory and Methods in Comparative Policy Analysis Studies" will be of great interest to scholars and learners of public policy and social sciences, as well as to practitioners considering what can be learned or facilitated through methodologically and theoretically sound approaches. The chapters were originally published as articles in the Journal of Comparative Policy Analysis which in the last two decades has pioneered the development of comparative public policy. The volume is part of a four-volume series, the Classics of Comparative Policy Analysis including Theories and Methods, Institutions and Governance, Regional Comparisons, and Policy Sectors. Each volume showcases a different new chapter comparing domains of study interrelated with comparative public policy: political science, public administration, governance and policy design, authored by the JCPA co-editors Giliberto Capano, Iris Geva-May, Michael Howlett, Leslie A. Pal and B. Guy Peters.
