Reimagining Urban Planning In Africa

This book analyses urban planning in Anglophone, Francophone, and Lusophone Africa, exploring its history and advocating for new approaches. In a climate changing world, cities need to be reimagined and designed to be more sustainable, but despite being one of the fastest urbanising continents, Africa has generally weak urban planning systems. The chapters adopt multi-disciplinary and transdisciplinary approaches, combining insights from urban studies and policy sciences, emphasising existing gaps, particularly in decision-making, planning practice and inclusiveness, to offer an in-depth analysis of urban planning in Africa. The authors advocate for the reimagination of urban planning, debating new institutionalism, digital infrastructure, climate urbanism, gated communities, and smart mobility. The chapters provide both theoretical and practical contributions, and advance thinking, policymaking, and implementation of sustainable urban planning approaches in Africa, thus making the book indispensable for advanced students, researchers, and practitioners alike.

The African continent is currently in the midst of simultaneously unfolding and highly significant demographic, economic, technological, environmental, urban and socio-political transitions. Africa’s economic performance is promising, with booming cities supporting growing middle classes and creating sizable consumer markets. Despite significant overall growth, the continent continues to suffer under very rapid urban growth accompanied by massive urban poverty and many other social problems. These seem to indicate that the development trajectories followed by African nations since post-independence may not be able to deliver on the aspirations of broad based human development and prosperity for all. This report, therefore, argues for a bold re-imagining of prevailing models in order to steer the ongoing transitions towards greater sustainability based on a thorough review of all available options. That is especially the case since the already daunting urban challenges in Africa are now being exacerbated by the new vulnerabilities and threats associated with climate and environmental change.

This open access book provides insights into challenges, threats and opportunities of urban development in Africa. It discusses how and why African cities need localised urban planning concepts and theories to deal with challenges and threats of rapid urbanisation and climate change. The book delivers an in-depth view of the nature and gaps of the framework on which current planning practice and education in Africa are based. With that, it discusses the potentials of African cities to mobilise local knowledge, resources and capacity building for sustained and resilient urban growth. This work is addressed to educationists and practitioners in the field of urban development management, climate change adaptation and urban resilience. This book clarifies the smart city concept that is gaining application in Sub – Saharan Africa. It shows how the smart concept can be used to address problems that would be difficult and more expensive to solve using traditional techniques such as employment creation. This is done through elaboration of the African interpretation of smartness, using tools for smart solid waste management, e-governance, smart energy, and smart infrastructure. The case studies selected, and each chapter explain a different dimension of the smart city concept and offer innovative solutions to problems of rapid urbanization. It lays the theoretical foundation for further research on smart cities and rural areas in Africa.

Research on cities worldwide still takes its cue from cities in Europe and the US, which are seen as the standard model. However, cities in the global South are undergoing a much more rapid transformation, including multiple interlinked transitions, with Africa featuring the highest urbanization rates world-wide. Scholars therefore call for a new approach to urban studies which examines cities from a more global comparative perspective. This book discusses the new approach, which pays added attention to the role that societal creativity plays in processes of urbanization, instead of concentrating exclusively on expert-driven planning and intervention. Especially in fast-growing cities with weaker institutional capacity for interventions, the interplay between intervention and invention, between expert and societal agency, becomes more tangible and all the more significant. Protracted economic crises, accelerating inequalities, and increased resource scarcity present significant challenges for the majority of Africa's urban population. Limited state capacity and widespread infrastructure deficiencies common in cities across the continent often require residents to draw on their own resources, knowledge, and expertise to resolve these life and livelihood dilemmas.
