The United States' civil space program was rather hurriedly formulated some three decades ago on the heels of the successful launch of the Soviet Sputnik. A dozen humans have been placed on the Moon and safely returned to Earth, seven of the other eight planets have been viewed at close range, including the soft landing of two robot spacecraft on Mars, and a variety of significant astronomical and other scientific observations have been accomplished. Closer to Earth, a network of communications satellites has been established, weather and ocean conditions are now monitored and reported as they occur, and the Earth's surface is observed from space to study natural resources and detect sources of pollution. Problems and perspectives of the program are given as seen by the committee. The committee finds that there are nine concerns about the space program which are deserving of attention. The responsibilities of the agency are given. The space agenda becomes one of what can and should the U.S. afford for its space program. Ever since the completion of the Apollo program, there has been a lack of consensus about the future of human spaceflight. The Columbia tragedy in February 2003 rekindled public debate about this question. In November 2003, the Space Studies Board and the Aeronautics and Space Engineering Board organized a workshop to explore aspects of the question, what should be the principal purpose, goals, and priorities of the U.S. civil space program? This report presents a factual summary of that workshop, which identified past lessons learned and guiding principles for the future of the civil space program. Seven broad themes emerged from the workshop, and these themes are highlighted in the report. The report also presents discussions of strategies for the human spaceflight program and guiding principles of and boundary conditions for a 21st century space policy.

In response to Recommendation 8 of the Augustine Committee Report, NASA's Office of Aeronautics, Exploration and Technology (OAET) developed a proposed 'Integrated Technology Plan for the Civil Space Program' that entails substantial changes in the processes, structure and the content of NASA's space research and technology program. The Space Systems and Technology Advisory Committee (SSTAC, a subcommittee of the NASA Advisory Committee) and several other senior, expert, informed advisory groups conducted a review of NASA's proposed Integrated Technology Plan (ITP). This review was in response to the specific request in Recommendation 8 that 'NASA utilize an expert, outside review process, managed from headquarters, to assist in the allocation of technology funds'.
