Research On The Mode Of Targeted Poverty Alleviation In China

This book conducts systematic theoretical research on the social mechanism running system based on China's targeted poverty alleviation model and poverty reduction experience. In light of the theories of Parsons’ structural functionalism, Luhmann’s social system theory, and Merton's structural functionalism, this book puts forward the "coupling" theory of China's targeted poverty alleviation strategy. From the theoretical level, the operation process of poverty reduction policy is a complex social system. The "coupling" theory of China's targeted poverty alleviation strategy is mainly a theoretical innovation for the general expression of China's targeted poverty alleviation model. In terms of the design and running process of the targeted poverty alleviation strategy, the multilevelness of antipoverty and the heterogeneity of poverty objects reflect the complexity of poverty reduction, which displays systematic complexity in the structural evolution and functional differentiation of poverty reduction, as well as the evolution of the subjective intention of poverty objects. Therefore, this book conducts a "systematic" analysis of the implementation conditions and operation process of targeted poverty alleviation from the perspective of "coupling," presenting a social practice mechanism in which multiple systems coordinate and interact with each other, the poverty reduction system is continuously optimized, and policy effectiveness is continuously improved in China's poverty reduction practice.

From both theoretical and practical perspectives, this book systematically expounds the important theories, key measures and major achievements in the field of poverty alleviation in China, and sums up the important experience of poverty alleviation, it answers the significant question why China has been able to lift itself out of poverty and build a moderately prosperous society in an all round way. China has accumulated experience for achieving the two centenary goals, and contributed Chinese wisdom and Chinese solutions to the global cause of poverty reduction.

This book provides a systematic overview of China's achievements in eliminating absolute poverty by 2020 under current standards. The book is divided into three parts: The first part is a study of major policy practices with distinctive characteristics in China's poverty alleviation practices; the second part is a study of China's international cooperation in poverty alleviation; the third part is a study of China's poverty alleviation by international scholars from the perspective of international cooperation and international comparison. These reports pay attention to China's achievements and experiences in poverty alleviation and reflect on how to strengthen cooperation with China in poverty alleviation.

Regardless of the poverty line used, the speed and scale of China’s poverty reduction is historically unprecedented. Over the past 40 years, the number of people in China with incomes below US$1.90 per day—the international poverty line as defined by the World Bank to track global extreme poverty—has fallen by close to 800 million, accounting for almost three-quarters of the global reduction in extreme poverty. In 2021, China declared that it had eradicated extreme poverty according to its national poverty threshold, and that it had built a “moderately prosperous society in all respects.†? However, a significant number of people remain vulnerable, with incomes below a threshold more typically used to define poverty in upper-middle-income countries. China has set a new goal of approaching common prosperity by 2035, which can help keep the policy focus on the vulnerable population. Four Decades of Poverty Reduction in China: Drivers, Insights for the World, and the Way Ahead explores the key drivers of China’s poverty alleviation achievements and considers the lessons of China’s experience for other developing countries. The report also makes suggestions for China’s future policies. China’s approach to poverty reduction was based on two pillars. The first aimed for broad-based economic transformation to open new economic opportunities and raise average incomes. The second was the recognition that targeted support was needed to alleviate persistent poverty; this support was initially provided to disadvantaged areas and later to individual households. The success of China’s economic development and the associated reduction of poverty also benefited from effective governance, which helped coordinate multiple government agencies and induce cooperation from nongovernment stakeholders. To illustrate the role of broad-based economic transformation for poverty alleviation, separate sections of the report analyze growing agricultural productivity, incremental industrialization, managed urbanization and rural-to-urban migration, and the role of infrastructure.

This book identifies “development-oriented poverty reduction” as a crucial part of what is now often billed as China’s unique development path, experience and model. China’s success serves as an example for any society aiming to eradicate poverty. However, there is still a tough road ahead as the country enters a new phase of the war on poverty. In addition to a systematic overview of the country’s development-oriented poverty reduction experiences over recent decades, the book also offers an outlook for poverty reduction in the coming years, including challenges the country will face as it enters the final stretch in the race to achieve moderate prosperity for all. It also discusses policy options for meeting the government’s poverty-reduction targets by 2020 within the precision-targeting strategy framework.

After showing how the country’s unique approach to poverty alleviation brought about unparalleled progress toward achieving both the Millennium Development Goals (MDGs) and the Sustainable Development Goals (SDGs), the authors shed light on how China’s experience can help other countries around the globe as they try to permanently rid humanity of the scourge of poverty under ever more challenging social, economic and environmental conditions.

This book is the general report of the targeted poverty alleviation and elimination project of 100 villages, presenting the overall progress of poverty alleviation and development of all sample villages in the tide of poverty alleviation. From 2016 to 2018, the project selected 104 poor villages (including those out of poverty) across the country to carry out national research and recorded the great changes in more than 100 poor villages in recent years with steps, nib and lens. Based on questionnaire survey data and data from village research reports, the book describes the basic village situation, poverty situation, village-level poverty management and assistance measures, causes of poverty and assistance measures, progress and results of targeted poverty alleviation in 100 poor villages across China since 2016.

This study systematically investigates the development process, major characteristics and weak links of China's poverty alleviation experience and conducts a comparative analysis of poverty alleviation cases. It also accurately presents the internal logic and core elements of China's poverty alleviation theory and taking the Chinese experience of poverty alleviation refines the "Two Threads One Force" theoretical framework to make a basic judgment of the "China model" for poverty alleviation. It also presents the rationale and plans for responding to new challenges to achieve poverty alleviation goals, which will enhance the welfare of the people and promote social progress and national prosperity.
