Across the world, governments design and implement policies with the explicit goal of promoting social justice. But can such institutions change entrenched social norms? And what effects should we expect from differently designed policies? Francesca R. Jensenius' Social Justice through Inclusion is an empirically rich study of one of the most extensive electoral quota systems in the world: the reserved seats for the Scheduled Castes (SCs, the former "untouchables") in India's legislative assemblies. Combining evidence from quantitative datasets from the period 1969-2012, archival work, and in-depth interviews with politicians, civil servants, and voters across India, the book explores the long-term effects of electoral quotas for the political elite and the general population. It shows that the quota system has played an important role in reducing caste-based discrimination, particularly at the elite level. Interestingly, this is not because the system has led to more group representation - SC politicians working specifically for SC interests - but because it has made possible the creation and empowerment of a new SC elite who have gradually become integrated into mainstream politics. This is a study of India, but the findings and discussions have broader implications. Policies such as quotas are usually supported with arguments about various assumed positive long-term consequences. The nuanced discussions in this book shed light on how electoral quotas for SCs have shaped the incentives for politicians, parties, and voters, and indicate the trade-offs inherent in how such policies of group inclusion are designed.

Following India’s general election in May 2009, this book undertakes a critical evaluation of the performance of the United Progressive Alliance (UPA). It presents a thorough analysis of the UPA coalition government, and by providing an understanding of the new innovations in the UPA’s policies, the book goes on to evaluate the effectiveness of these policies against their aims and objectives. This book suggests that there is an analytical framework for assessing the political consequences of the policies and the UPA’s success, both at the national and state levels, with particular reference to new policies in governance, secularism and security. These three areas constitute important fault lines between the main national political parties in India, and provide an interesting point of departure to explore the new emerging trends, as well as the strong underlying continuities between the UPA administration and its predecessors. The book offers new insights into the structure of Indian politics, and is a useful contribution to studies in South Asian Politics, Governance and Political Parties.

In India, two critical aspects of public policy — social justice and higher education — have witnessed unprecedented expansion in recent years. While several programmes have been designed by the State to equalise access to higher education and implement formal inclusion, discrimination based on caste, tribe, gender, and rural location continues to exist. Focusing on the concrete experiences of these programmes, this book explores the difficulties and dilemmas that follow formal inclusion, and seeks to redress the disproportionate emphasis on principles rather than practice in the quest for equal access to higher education in India. Offering new perspectives on the debates on social mobility and merit, this volume examines a broad spectrum of educational courses, ranging from engineering, medicine and sciences to social work, humanities and the social sciences that cover all levels of higher education from undergraduate degrees to post-doctoral research. It points to various sources of social exclusion by studying a cross-section of national, elite, subaltern, and sub-regional institutions across the states of Rajasthan, Gujarat, Jharkhand, Uttar Pradesh, Punjab, Kerala, and Tamil Nadu. Closely involved with the implementation and evaluation of affirmative action programmes, the contributors to the volume highlight the paradoxical ‘sectionalisation’ of reserved candidates, the daunting challenge of combating discrimination. Understanding the need to look beyond formal inclusion to enable substantive change, this important volume will be essential reading for scholars and teachers of sociology, education, social work, economics, public administration, and political science, besides being of great interest to policymakers and organisations concerned with education and discrimination.
