This book explores the process of assessing success in the field of conflict resolution, with a focus on the Action Evaluation method pioneered by the author. Since the early days of the field of conflict resolution, researchers and practitioners have been trying to determine how to define and assess success. Are its various approaches to engaging conflict effective? How is effective defined and operationalized and by whom? How might we know? Action Evaluation (AE), a methodology for defining, promoting and assessing success in and of the field, has been developed over the past two decades to answer these questions theoretically and in-use. It was designed from its inception to help create sound and contextualized standards around which the field could coalesce. AE is an appropriate methodology for evaluation of conflict engagement, in part because it is grounded in key values of the field, like participation, ownership and the constructive engagement of conflict among stakeholders in project development and implementation. The dispute between Georgia and Abkhazia is not a conflict of equals. In international conflicts, adversaries may differ de facto on the ground, in terms of population, territory and capability, among other things. As internationally recognized states, however, they have equal de jure status, and fears that inviting the other side to the negotiating tablemight be construed as recognition, for example, rarely intrude. The question of status does pose problems, however, when a conflict is being fought between a recognized state and an unrecognized entity, and these problems may contribute to increase the intractability of such conflicts.This study explores how and to what extent the difference in status between a sovereign state and an unrecognized entity hinders conflict resolution activities. Based on intensive fieldwork and unedited negotiation material, the book provides an in-depth analysis of the negotiations, informal dialogues and grassroots activities that took place in Abkhazia and Georgia between 1989 and 2008.

This book addresses the challenges of international intervention in violent conflicts and its impact on groups in conflict. When the international community intervenes in a violent internal conflict, intervening powers may harden divisions, constructing walls between groups, or they may foster transformation, soften barriers and build bridges between conflicting groups. This book examines the different types of external processes and their respective contributions to softening or hardening divisions between conflicting groups. It also analyses the types of conflict resolution strategies, including integration, accommodation and partitioning, and investigates the conditions under which the international community decides to pursue a particular strategy, and how the different strategies contribute to solidification or transformation of group identities. The author uses three case studies, Bosnia and Herzegovina (BiH), Northern Ireland and Israel-Palestine, to reveal how different types of external interventions impact on the identities of conflicting groups. The volume seeks to address how states and international organizations ought to intervene in order to stimulate the building of bridges rather than walls between conflicting groups. In doing so, the book sheds light on some of the pitfalls in international interventions and highlights the importance of united external process and inclusive identity strategies that promote transformation and bridge differences between conflicting groups.
