Rethinking Warfare In The 21st Century

This book seeks to critically review and evaluate the changes and consistencies in how warfare is interpreted and represented by academics, mass media outlets and political actors in the 21st century. The authors suggest that it is essential to understand the evolution and transformation of contemporary warfare's conceptualisation and practice in order to make sense of the current global geopolitical transformations that are in process, from a unipolar to multipolar global order. They therefore examine the various key actors in international relations from conceptual, theoretical and empirical perspectives through thematic chapters that demonstrate the increasingly central role played by intangible factors in the representation and management of contemporary armed conflict. The book stresses the need to reflect and rethink the potentially highly problematic trajectory of the global community within the framework of 21st century warfare's political and informational influence and effects.

Rethinking the 21st Century brings much needed context and perspective to the security problems we face today. In recent years, the 'Bush Doctrine' - that the security threats we now face are entirely unprecedented - has echoed around the world. Global security and stability is now challenged not only by states and nuclear war, but by insurgency, disease, environmental degradation and military privatisation. Yet this creates a deep sense of disconnect in the way we perceive politics, and can be dangerously stark and ahistorical. The chapters here show that, far from being a clean break, the 'new' problems faced today might actually have 'old' solutions. What can Locke tell us about terrorists? What does Bentham have to say about sanctions? What are the ethics of outsourcing war to private companies? By looking back to decades and even centuries of ethical analysis and political theory, this book provides fascinating insight into all these questions.

The authors of the essays in this book focus on issues relating to strategy and war fighting as the world moves into the twenty-first century. In these ten essays, the authors examine the debate over the future of airpower, the unique threat of biological warfare, the impact of the information revolution on warfare, and how changes in military technology might require a rethinking of the principles of warfare. These authors address whether new military technologies, new organization for warfare, and new strategies for employing forces on future battlefields will produce a revolution in military affairs.

This book examines the key dimensions of 21st century war, and shows that orthodox thinking about war, particularly what it is and how it is fought, needs to be updated. Accelerating societal, economic, political and technological change affects how we prepare, equip and organise for war, as well as how we conduct war – both in its low-tech and high-tech forms, and whether it is with high intensity or low intensity. The volume examines changes in warfare by investigating the key features of the conduct of war during the first decades of the 21st century. Conceptually centred around the terms ‘kinetic’, ‘connected’ and ‘synthetic’, the analysis delves into a wide range of topics. The contributions discuss hybrid warfare, cyber and influence activities, machine learning and artificial intelligence, the use of armed drones and air power, the implications of the counterinsurgency experiences in Iraq, Afghanistan and Syria, as well as the consequences for law(fare) and decision making. This work will be of much interest to students of military and strategic studies, security studies and International Relations. Have globalization, virulent ethnic differences, and globally operating insurgents fundamentally changed the nature of war in the last decade? Interpretations of war as driven by politics and state rationale, formulated most importantly by the 19th century practitioner Carl von Clausewitz, have received strong criticism. Political explanations have been said to fall short in explaining conflicts in the Balkans, Africa, Asia and the attacks of 11 September 2001 in the United States. This book re-evaluates these criticisms not only by scrutinising Clausewitz's arguments and their applicability, but also by a careful reading of the criticism itself. In doing so, it presents empirical evidence on the basis of several case studies, addressing various aspects of modern war, such as the actors, conduct and purposes of war.
