The occurrence and spread of an animal health threat can be prevented when a timely assessment of the risk is carried out to inform prevention, response and control measures. These technical guidelines on rapid risk assessment (RRA) are designed as a simple and practical tool to be used by veterinary services to build risk assessment capacities and assist decision-makers in conducting qualitative RRA on the emergence, occurrence and/or spread of animal health threats. Using available evidence, data and information, a multidisciplinary team can conduct an RRA in a short time (within two weeks). The publication provides a simple and flexible methodology for conducting a RRA when facing a disease event. Eight steps in the RRA process are described and detailed examples are provided. The final outcomes of the RRA provide robust evidence and guidance for decision-makers in designing timely prevention, control and eradication measures that contribute to sustainable livelihoods, animal health, public health and enhanced food security.

"Increasing global population and improvements in the standard of living mean that there is a rapidly increasing demand for animal protein with intensified animal production. The international movement of animals and animal products has been made cheaper and faster through improved transport infrastructure. Increasing human and livestock population has placed pressure on wildlife habitats, resulting in closer contact between wildlife, domestic animal populations and humans with spreading and re-emergence of diseases as consequences of these risk factors. Managing these disease threats poses enormous challenges and requires good quality information: what diseases exist; where they are found; what impact they are having; which populations are at risk; how we can prevent, control or eradicate these diseases. Animal disease surveillance plays a central role in providing this information. Risk-based surveillance is not a particular technique; rather, it describes a general approach to undertaking disease surveillance. The principle is simple and self-evident: the most efficient way to find disease is to survey the animal populations that are most likely to be affected. This is in contrast to the more traditional statistically-based approach of taking representative samples from a population. While the idea of risk-based surveillance is simple, the implications are complex. The approach can be much more cost-effective for some purposes, but if misused, it can lead to serious errors or it can be more expensive than traditional approaches." --Publisher's description.

The confirmed case of "mad cow" disease (BSE) in June 2005 illustrates the economic impact of disease outbreaks, as additional countries closed their markets to U.S. beef and beef products. Emerging diseases also threaten public health-11 out of 12 of the major global disease outbreaks over the last decade were from zoonotic agents (that spread from animals to humans). Animal Health at the Crossroads: Preventing, Detecting, and Diagnosing Animal Diseases finds that, in general, the U.S. animal health framework has been slow to take advantage of state-of-the-art technologies being used now to protect public health; better diagnostic tests for identifying all animal diseases should be made a priority. The report also recommends that the nation establish a high-level, authoritative, and accountable coordinating mechanism to engage and enhance partnerships among local, state, and federal agencies, and the private sector.

The Regulation of Animal Health and Welfare draws on the research of scientists, lawyers, economists and political scientists to address the current and future regulatory problems posed by the issues of animal health and disease. Recent events such as the outbreak of mad cow disease, epidemics of foot and mouth disease, concerns about bluetongue in sheep, and the entry into the food chain of the offspring of cloned cattle, have heightened awareness of the issues of regulation in animal disease and welfare. This book critically appraises the existing regulatory institutions and guiding principles of how best to maintain animal health in the context of social change and a developing global economy. Addressing considerations of sound science, the role of risk management, and the allocation of responsibilities, it also takes up the theoretical and practical challenges which here – and elsewhere – attend the co-operation of scientists, social scientists, lawyers and policy makers. Indeed, the collaboration of scientists and social scientists in determined and regulatory contexts such as that of animal disease is an issue of ever-increasing importance. Investing in One Health – cross-sectoral, multidisciplinary coordination and collaboration across the human health, animal health, and environmental health sectors – is crucial for maintaining healthy agricultural and food systems and addressing global health security risks. Such action can reduce the threat of future pandemics through upstream preventive actions, early detection, and agile responses to zoonotic and emerging infectious diseases outbreaks, coupled with measures for promoting food safety, including anti-microbial resistance. This regional review, conducted jointly by the World Bank and the Food and Agriculture Organization of the United Nations, assesses the socioeconomic impacts of zoonotic diseases and epidemics across the East Asia and Pacific region, providing a background on why emerging infectious diseases are occurring more frequently in this region. This review looks at the benefits of using a risk-based approach, assesses the management of animal and wildlife health and the ability to identify and respond to emerging threats and protect the health, agricultural production, and ecosystem services. It provides recommendations on priority activities to be undertaken, and offers governments and their development partners the evidence and analysis needed to make more and better investments in wildlife systems and animal health to improve global health security.
