This book applies risk society theory to the 'War on Terror', steering the discussion away from the militaristic discourse of the Bush era towards an emphasis on global cooperation and a new cosmopolitan agenda. The literature and rhetoric of the 'War on Terror' has been dominated by dramatic high-profile military campaigns and division in the international community. This overlooks the various multilateral practices and cooperative processes that are emerging to combat global terrorism. President Bush himself had initially been at pains to stress that his 'war' on terror would be like no other; it would involve not just military tools but financial, intelligence, police and diplomatic measures too. More than eight years later, the time is right for an in-depth evaluation of this 'other' war on terror. Yet these relatively mundane regulatory dimensions have received much less attention than the 'hot' wars in Afghanistan and Iraq, where ongoing difficulties suggest that military force alone is inadequate in controlling globalised terrorism. This book aims to redress this imbalance, by foregrounding these initiatives, tracing their implementation and reflecting on the implications for International Relations. Adopting an analytical approach that seeks to incorporate theories of risk, global governance and security, this book aims to explore the overlapping multi-level and multi-lateral dynamics of the emerging global security architecture which have remained neglected and unmapped thus far in the war on terror. Humanity at Risk compares diverse approaches to the theme of global threats using the tools of philosophy, critical theory, and political thought alongside more practical, socio-political observations. By defining the idea of "global risk" more specifically, Editors Innerarity and Solana, and their contributors, believe we can understand how these risks should be evaluated, predicted, and managed within the framework of democratic societies.The goal of this book is to highlight more precisely the necessity, in the face of new global risks, for new governance at a national, European, and global level.

This book examines global governance through Foucaultian notions of governmentality and security, as well as the complex intersections between the two. The volume explores how Foucault's understanding of the general economy of power in modern society allows us to consider the connection of two broad possible dynamics: the global governmentalization of security and the securitization of global governance. If Foucault's work on governmentality and security has found resonance in IR scholarship in recent years it is in large part due to his understanding of how these forms of power must necessarily take into account the management of circulation that, in seeking to maximize ‘good’ versus ‘bad’ circulatory flows, brings into play and problematizes the 'inside'/'outside' upon which domestic and international spaces have been traditionally understood. Indeed, Foucault introduces a set of conceptual tools that can inform our analyses of globalization, global governance and security in ways that have been left largely unexplored in the discipline of IR. Miguel de Larrinaga is Assistant Professor at the University of Ottawa where he has been teaching since 2002. Marc G. Doucet is an Associate Professor in the Department of Political Science at Saint Mary’s University.

This multi-disciplinary book conceptualizes, maps, and analyses ongoing standardization processes of risk issues across various sectors, processes, and practices. Standards are not only technical specifications and guidelines to support efficient risk governance, but also contain social, political, economic, and organizational aspects. This book presents a variety of standardization processes and applications of standards that may influence our judgements of risk, the organizing of risk governance, and, accordingly, our behaviour. Standardization and standards can impact risk governance in different ways. The most important lessons drawn from the present volume can be summarized in three areas: (1) how standardization might impact on power relations and interests; (2) how standardization may change flexibility in decision-making, communication, and cooperation; and (3) how standardization could (re)direct attention and risk perception. The volume’s aim is to present an analysis of standardization processes and how it affects our thinking about risk, how we organize risk governance, and how standardization may influence risk management. In so doing, it contributes to a more informed discourse regarding the use of standards and standardization in contemporary risk management. Standardization and Risk Governance will be of great interest to students of risk, standardization, global governance, and critical security studies.

The essays in this collection boldly confront the quest for security arising from the social, economic, environmental, and political crises and transformations of our century. Joseph E. Stiglitz and Mary Kaldor begin with an expansive, balanced analysis of the global landscape and the factors contributing to the growth of insecurity. Whereas earlier studies have touched on how globalization has increased economic insecurity and how geopolitical changes may have contributed to military insecurity, this volume looks for some common threads: in a globalized world without a global government, with a system of global governance not up to the task, how do we achieve security without looking inward and stepping back from globalization? In each of their areas of expertise, contributors seek answers to questions about how we achieve protection of those people who are most insecure without resorting to economic, military, or mafia protectionism. Some have suggested that the turmoil in the Eurozone "proves" the deficiencies in the welfare state. This book argues that the superior performance of Scandinavian countries arises from their superior systems of social protection, which allow their citizens to undertake greater risk and more actively participate in globalization. Some suggest that we can address terrorism or transnational crimes through the strengthening of borders or long-distance wars. This book develops the proposition that such approaches have the opposite effect and that only through spreading the human security experienced in well-ordered societies can these dangers be managed. This book also examines how these global changes play out, not only in the relations among countries and the management of globalization, but at every level of our society, especially in our cities. It explores the potential for cities to ensure personal security, promote political participation, and protect the environment in the face of increasing urbanization.

Over the past two decades, the role of business in global governance has become increasingly topical. Transnational business associations are progressively more visible in international policy debates and in intergovernmental institutions, and there is a heightened attention given to global policy-making in national and international business communities. This text examines and explains the multiple modes of engagement between business and global governance; it presents a variety of theoretical approaches which can be used to analyse them, along with empirical illustrations. Featuring a range of leading US and European scholars, it is divided into three parts that summarize different modes of engagement.
