Rural Societies In The Face Of Climatic And Environmental Changes In West Africa

The future of West Africa depends on the capacity of its agriculture to ensure the food security of the population, which should double in the next 20 years, while facing up to the new risks resulting from climate warming. Indeed, the changes in temperature and precipitations already operating and that should become more marked will have serious effects on agricultural production and water resources in this part of Africa in the near future. One of the keys to meeting this new challenge is the adaptation of rural societies to climate risks. To gain better knowledge of the potential, processes and barriers, this book analyses recent and ongoing trends in the climate and the environment and examines how rural societies perceive and integrate them: what are the impacts of these changes, what vulnerabilities are there but also what new opportunities do they bring? How do the populations adapt and what innovations do they implement—while the climate-induced effects interact with the social, political, economic and technical changes that are in motion in Africa? By associating French and African scientists (climatologists, agronomists, hydrologists, ecologists, demographers, geographers, anthropologists, sociologists and others) in a multidisciplinary approach, the book makes a valuable contribution to better anticipation of climatic risks and the evaluation of African societies to stand up to them.

This book presents conceptual and empirical discussions of adaptation to climate change/variability in West Africa. Highlighting different countries’ experiences in adaptation by different socio-economic groups and efforts at building their adaptive capacity, it offers readers a holistic understanding of adaptation on the basis of contextual and generic sources of adaptive capacity. Focusing on adaptation to climate change/variability is critical because the developmental challenges West Africa faces are increasingly intertwined with its climate history. Today, climate change is a major developmental issue for agrarian rural communities with high percentages of the population earning a living directly or indirectly from the natural environment. This makes them highly vulnerable to climate-driven ecological change, in addition to threats in the broader political economic context. It is imperative that rural people adapt to climate change, but their ability to successfully do so may be limited by competing risks and vulnerabilities. As such, elucidating those vulnerabilities and sources of strength with regard to the adaptive capacities needed to support successful adaptation and avoid maladaptation is critical for future policy formulation. Though the empirical discussion is geographically based on West Africa, its applicability in terms of the processes, structures, needs, strategies, and recommendations for policy transcends the region and provides useful lessons for understanding adaptation broadly in the developing world.

This book presents the outcome of an interdisciplinary and international workshop supported by the Volkswagen Stiftung (funding line ‘Knowledge for Tomorrow’) on the topic of ‘Natural Resources, Socio-Ecological Sensitivity and Climate Change in the Volta-Oti Basin, West Africa’. The conference was jointly organised by Goethe-University Frankfurt (Germany) and the University of Kara (Togo) held from March 6 to 8, 2019 in northern Togo. It aimed to strengthen capacities of junior scientists from the sub-region, exchange and mobilise theoretical and methodological background from various scientific fields (Botany, Construction, Geology, Geography, Infrastructure, Politics, Remote Sensing, Sociology and Urban Planning). One goal was to deliver reliable elements for ongoing and profound environmental analyses that lie outside the common questions of the academic and civil society stakeholders. Ecosystem fragmentation and deforestation in West Africa are mainly triggered by humans such as agriculture and small-scale forest disturbances for charcoal and firewood production. Increasing population pressure, declining of carrying capacity and demand for agricultural land caused the reduction of land conservation capacities, even in protected areas. The complexity of interactions between environmental and socio-ecological systems and subsequent effects (sensitivity) has raised ongoing international awareness in light of ongoing climate change. By the example of natural resources, land use and stakeholders’ perceptions within the Volta-Oti Basin the book’s proceedings present, discuss and distribute new findings that will sustainably stimulate the international debate. The workshop also intended to overcome national borders and language barriers between the Anglophone (Ghana) and the Francophone (Benin, Burkina Faso, Ivory Coast, Togo) research communities, and supported better West African cooperation and networking. The young as well as the established partners formed new collaborations, and the event at the University of Kara (Togo) was a truly unique opportunity for all involved, not only to discuss science, but also to assess applied and best future management practices for the Oti-Volta Basin in West Africa.

The volume Environmental Change and African Societies contributes to current debates on global climate change from the perspectives of the social sciences and the humanities. It charts past and present environmental change in different African settings and also discusses policies and scenarios for the future. The first section, “Ideas”, enquires into local perceptions of the environment, followed by contributions on historical cases of environmental change and state regulation. The section “Present” addresses decision-making and agenda-setting processes related to current representations and/or predicted effects of climate change. The section “Prospects” is concerned with contemporary African megatrends. The authors move across different scales of investigation, from locally-grounded ethnographic analyses to discussions on continental trends and international policy. The first of three books in IFPRI's climate change in Africa series, West African Agriculture and Climate Change: A Comprehensive Analysis examines the food security threats facing 11 of the countries that make up West Africa -- Benin, Burkina Faso, Côte d'Ivoire, Ghana, Guinea, Liberia, Niger, Nigeria, Senegal, Sierra Leone, and Togo -- and explores how climate change will increase the efforts needed to achieve sustainable food security throughout the region. West Africa's population is expected to grow at least through mid-century. The region will also see income growth. Both will put increased pressure on the natural resources needed to produce food, and climate change makes the challenges greater. West Africa is already experiencing rising temperatures, shifting precipitation patterns, and increasing extreme events. Without attention to adaptation, the poor will suffer. Through the use of hundreds of scenario maps, models, figures, and detailed analysis, the editors and contributors of West African Agriculture and Climate Change present plausible future scenarios that combine economic and biophysical characteristics to explore the possible consequences for agriculture, food security, and resources management to 2050. They also offer recommendations to national governments and regional economic agencies already dealing with the vulnerabilities of climate change and deviations in environment. Decisionmakers and researchers will find West African Agriculture and Climate Change a vital tool for shaping policy and studying the various and likely consequences of climate change.

There is sufficient evidence to support the fact that climate change is occurring and that this is set to accelerate. While some scholars argue that climate change is largely due to natural changes, others postulate that anthropogenic factors are the major cause. Climate change associated with increasing levels of carbon dioxide is likely to affect developed and developing countries differentially, with major vulnerabilities occurring in low-latitude regions. This book presents research findings and case studies with the endeavour to inform policies geared towards addressing problems emanating from these changes. Climate variability raises concerns over the future of agriculture, conditions of land and water availability. Therefore, climate change amplifies many economic and social risks, as well as deterioration of the environment. At the same time, non-climatic risk factors such as economic instability, trade liberalization, conflicts and poor governance all inflict upon vulnerable communities. Key discussions in this title rest on: Climate Change in Africa: its impact on rural communities, vulnerability and adaptation to climate change, financial requirements of reducing green house gases, technological transfer and natural resources; Case Studies of Vulnerability to Climate Change and Variability in Eastern and Southern Africa: experiences of impacts and adaptation to extreme events, concrete experiences from farmers and crop production adaptation; and Challenges and Opportunities to Climate Change Adaptation: factors that influence choice of response strategies, challenges and opportunities for ecosystem-based approaches; and challenges and opportunities from the use of bio-fuels as a mitigation measure to climate change.

This book summarizes the evidence from different African countries about the local impacts of climate change, and how farmers are coping with current climate risks. The different contributors show how agricultural systems in developing countries are affected by climate changes and how communities prepare and adapt to these changes.
