Rural Wealth Creation

This book investigates the role of wealth in achieving sustainable rural economic development. The authors define wealth as all assets net of liabilities that can contribute to well-being, and they provide examples of many forms of capital – physical, financial, human, natural, social, and others. They propose a conceptual framework for rural wealth creation that considers how multiple forms of wealth provide opportunities for rural development, and how development strategies affect the dynamics of wealth. They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Based on these case studies, a typology of rural wealth creation strategies is proposed and an approach to mapping the potential of such strategies in different contexts is demonstrated. This book will be relevant to students, researchers, and policy makers looking at rural community development, sustainable economic development, and wealth measurement.

Many rural areas in the United States find themselves struggling to build local assets and create wealth, and, when this wealth is created, they often struggle to hold on it. Previous approaches to community and economic development have been inadequate in attempting to reverse these trends. Shifting to a new way of enabling economic development requires supporting innovative community leaders as they explore new ways of approaching the task at hand. It also requires thinking anew about the role of rural areas, based on valuing multiple forms of wealth – natural, social, and human. There is a real need for an approach that can help stem the potential loss of existing wealth, and attract new investment that will allow rural areas to become valued partners in regional economies. This book provides an important insight into rural wealth creation as a sustainable economic development strategy. At the same time, a number of compelling issues are raised that merit future research effort and discussion. This book was originally published as a special issue of Community Development.

A new approach to rural development is emerging. Instead of being about attracting companies that might create jobs over which communities have no control, the emerging paradigm is about connecting the unique underutilized assets of place with market opportunity to grow assets that are owned and controlled by and for the benefit of low-wealth people and places. But asset development is about more than bricks and mortar or narrowly defined financial assets. There are many kinds of assets that communities require to thrive – such as social capital, natural capital, political capital, and intellectual capital. The emerging new approach to rural development is, then about broadening the definition of "wealth," engaging underutilized assets, and a key third element: harnessing the power of the market – rather than relying solely on philanthropy and government. Wealth Creation provides a conceptual guide with practical examples for policymakers, practitioners of economic and community development, community organizers, environmentalists, funders, investors, and corporations seeking a values-based framework for identifying self-interests across sectors that can lead to opportunities to transform existing systems for the collective good.

One of the major tools of attaining proper development all around the world is creating wealth and economic inclusion, such that all classes of people can secure their lifestyles through access to financial services from formal sectors. Expanding access to resources and increasing self-employment opportunities help reduce poverty and improve social development. Wealth Creation and Poverty Reduction: Breakthroughs in Research and Practice examines trends, challenges, issues, and strategies related to the creation of livelihood options through the redistribution of resources, foreign aid, private sector activities, and other methods. Through this book, we hope to connect the American wealth opportunity and the historic intergenerational transfer of wealth that will occur over time with the entrepreneurial energy that will play a key role in creating future economic activity and wealth for our communities, rural and urban. The first section of this book focuses on understanding the American wealth opportunity. An important component of America's wealth opportunity relates to the intergenerational transfer of wealth that will occur over the next 50 years, and this book shares lessons from the Center's research in this area. The second section focuses on realizing the wealth creation opportunity. We will make the case for why the present time one characterized by serious constraints in the traditional resource environment in support of economic development is the right time to focus on creating an alternative, homegrown pool of development resources. The final section focuses on connecting wealth creation and entrepreneurship. For the past 10 years, the Center for Rural Entrepreneurship has worked to understand the promise that entrepreneur-focused economic development can offer rural communities and regions across the country and to share this understanding through a range of research, outreach and policy-related activities. We draw on this experience to make clear how entrepreneurs contribute to wealth creation and their role in the wealth pipeline from building individual, family and business assets to creating community wealth.
