Security Sector Reform

This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

Prioritizing Security Sector Reform: A New U.S. Approach argues that security sector reform should be at the core of a new U.S. policy to strengthen the security sector capacity of countries where U.S. interests are at stake. Today's fragile environments feature a host of postconflict and postauthoritarian states and transitioning and new democracies that have at least one critical thing in common: Their security sectors are dysfunctional. Why these states cannot fulfill their most basic function-the protection of the population and their government-varies widely, but the underlying reason is the same. The security sector does not function because security sector institutions and forces are absent, ineffective, predatory, or illegitimate. In place of large, boots-on-the-ground interventions relying on expensive train and equip programs with only fleeting impact, Washington needs a new approach for engaging in fragile environments and a policy for prioritizing where it engages and for what purpose. The volume offers case studies to exemplify the context in which a new U.S. approach might be warranted, discusses other countries' experiences with security sector reform policies and examines how the United States should design and implement a security sector reform policy. Multilateral organizations - the United Nations (UN) in particular - have played, and continue to play, an important role in shaping the security sector reform (SSR) agenda, both in terms of policy development and the provision of support to a wide range of national SSR processes. This volume presents a variety of perspectives on UN support to SSR, past and present, with attention to policy and operational practice. Drawing from the experience of UN practitioners combined with external experts on SSR, this volume offers an in-depth exploration of the UN approach to SSR from a global perspective.

There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

This Security Sector Reform (SSR) Paper offers a universal and analytical perspective on the linkages between Security Sector Governance (SSG)/SSR (SSG/R) and Sustainable Development Goal-16 (SDG-16), focusing on conflict and post-conflict settings as well as transitional and consolidated democracies. Against the background of development and security literatures traditionally maintaining separate and compartmentalized presence in both academic and policymaking circles, it maintains that the contemporary security- and development-related challenges are inextricably linked, requiring effective measures with an accurate understanding of the nature of these challenges. In that sense, SDG-16 is surely a good step in the right direction. After comparing and contrasting SSG/R and SDG-16, this SSR Paper argues that human security lies at the heart of the nexus between the 2030 Agenda of the United Nations (UN) and SSG/R. To do so, it first provides a brief overview of the scholarly and policymaking literature on the development-security nexus to set the background for the adoption of The Agenda 2030. Next, it reviews the literature on SSG/R and SDGs, and how each concept evolved over time. It then identifies the puzzle this study seeks to address by comparing and contrasting SSG/R with SDG-16. After making a case that human security lies at the heart of the nexus between the UN’s 2030 Agenda and SSG/R, this book analyses the strengths and weaknesses of human security as a bridge between SSG/R and SDG-16 and makes policy recommendations on how SSG/R, bolstered by human security, may help achieve better results on the SDG-16 targets. It specifically emphasizes the importance of transparency, oversight, and accountability on the one hand, and participative approach and local ownership on the other. It concludes by arguing that a simultaneous emphasis on security and development is sorely needed for addressing the issues under the purview of SDG-16.

There has now been more than a decade of conceptual work, policy development, and operational activity in the field of security sector reform (SSR). To what extent has its original aim, to support and facilitate development, been met? The various contributions to this book address this question, offering a range of insights on the theoretical and practical relevance of the security-development nexus in SSR. They examine claims of how and whether SSR effectively contributes to achieving both security and development objectives. In particular, the analyses presented in the book provide a salutary lesson that development and security communities need to take each other's concerns into account when planning, implementing, and evaluating their activities. The book offers academics, policy-makers, and practitioners within the development and security communities relevant lessons, suggestions, and practical advice for approaching SSR as an instrument that serves both security and development objectives. Security sector reform, democratization and constitutional reform are intrinsically linked. The constitution-building process can therefore provide a critical forum for negotiations over changes in the relationship between civilian and security sector institutions. This Policy Paper aims to support advisors and decision-makers in navigating these complex transitions. The Paper focuses on the relationship between security sector reform (SSR) and constitutional reform processes. While SSR and constitution-building are typically seen as separate issues, in practice they are deeply interconnected, and the success of a transition to constitutional democracy depends on the successful handling of security sector issues. Constitutional reform and SSR processes intersect in democratic transitions from military rule, civil war and authoritarian regimes.

The OECD DAC Handbook on Security System Reform: Supporting Security and Justice contains valuable tools to help encourage a dialogue on security and justice issues and to support a security system reform (SSR) process through the assessment, design and implementation phases.
