Security Studies For The 21st Century

Are world politics more or less stable, violence prone, and anxiety producing today than in previous eras? How are states and nonstate actors coping with these issues? What new material do the public and especially students of security studies need to understand the security environment of the next century? The editors of this ambitious successor volume to Security Studies for the 1990s approach the subject from national, international, regional, transstate, and comparative perspectives. Each chapter provides an in-depth review of a major security aspect of the subject, providing key concepts, methods, suggested course structure, a bibliography, and a model syllabus. This book is designed primarily for courses at the graduate level, but it can also be adapted for undergraduates.

This book challenges the dominant strategic culture and makes the case for restraint in US grand strategy in the 21st century. Grand strategy, meaning a state’s theory about how it can achieve national security for itself, is elusive. That is particularly true in the United States, where the division of federal power and the lack of direct security threats limit consensus about how to manage danger. This book seeks to spur more vigorous debate on US grand strategy. To do so, the first half of the volume assembles the most recent academic critiques of primacy, the dominant strategic perspective in the United States today. The contributors challenge the notion that US national security requires a massive military, huge defense spending, and frequent military intervention around the world. The second half of the volume makes the positive case for a more restrained foreign policy by excavating the historical roots of restraint in the United States and illustrating how restraint might work in practice in the Middle East and elsewhere. The volume concludes with assessments of the political viability of foreign policy restraint in the United States today. This book will be of much interest to students of US foreign policy, grand strategy, national security, and International Relations in general.

The study of power is the nucleus of political science and international relations. As a shift of power from traditional industrial countries to emerging powers has been perceived since the turn of the century, this book aims to present innovative theoretical and empirical approaches that can increase our understanding of this transition. Scholars from the fields of international relations, international political economy, economics and security studies not only explore current theoretical debates on ‘power’ and ‘power shifts’ among entities, but also provide fresh insights into relevant aspects of international power in the 21st century. This book examines Russia’s external security policy under the presidencies of Vladimir Putin, Dmitry Medvedev and beyond. The Russian Federation has developed from a neglected regional power into a self-declared resurgent superpower. Russia’s background in the former Soviet Union as well as close ties with the upcoming new powers of China and India served as spring-boards towards regaining an influential status in the world. The South Asian security complex refers to security interdependencies between the states in the region, and also includes the effect that powerful external actors, such as China, the US and Russia, and geopolitical interests have on regional dynamics. This book focuses on the national securities of a number of South Asian countries in order to discuss a range of issues related to South Asian security. The book makes a distinction between traditional and non-traditional security. While state-centric approaches such as bilateral relations between India and Pakistan are considered to be traditional realist approaches to security, the promotion of economic, environmental and human security reflect global concerns, liberal theories and cosmopolitan values. This book explores the evolution and future relevance of NATO from the perspective of the member-states. Addressing the overarching question of the relevance of transatlantic relations in the 21st century, the volume has three core objectives. The first is to reinforce the view that international alliances serve not only an external-oriented goal, but also a domestic-oriented aim, which is to control others’ behaviour. The second is to show that tensions amongst NATO allies have become more acute and, therefore, more dangerous. The third is to discuss current transatlantic relations through the adoption of a "second image" perspective; that is, one that emphasizes the multiple vertical linkages that connect NATO to the politics and the policies of each ally. The chapters presented here are built on a dual approach: on the one hand, they look at the place the Alliance occupies in the domestic public debate and the strategic culture of specific member states; on the other, they analyze how each of these countries contributes to NATO’s operations and what interests and visions they share for the Alliance’s future.
