The European Code for Signs and Signals on Inland Waterways (SIGNI) provides recommendations for the competent authorities for the installation and application of buoyage and marking on European inland waterways contained in the fifth revision of the European Code for Inland Waterways (CEVNI) (TRANS/SC.3/115/Rev.5). This new edition of SIGNI replaces revision 2 of Resolution No. 22 and the Guidelines for Waterways Signs and Marking (Resolution No.59, revision 2).

Signs and Signals on Inland Waterways (SIGNI) establishes the harmonized signaling system, which is applicable to the inland waterways connected with inland waterways of international importance and which is harmonized with the maritime buoyage system. SIGNI covers bouyage and marking of the waterway, marking of permanent structures, blockage of the waterway, waterway signs and marking for prohibited or resticted zones.

The European Code for Inland Waterways (CEVNI) contains the core rules applicable to the traffic on inland waterways in the UNECE region such as marks and draught scales on vessels, visual signals on vessels, sound signals and radiotelephony, waterway signs and markings, rules of the road, berthing rules, signalling and reporting requirements as well as prevention of pollution of water and disposal of waste. These harmonized rules constitute the legal and technical basis for national inland waterway codes in UNECE member States. CEVNI is regularly updated in parallel with the evolution of the River Commissions regulations in the UNECE region thus ensuring that they remain harmonized.

This is the third edition of a policy paper on the current situation, trends and challenges in Inland Water Transport on European inland waterways of international importance in the region of the Economic Commission for Europe. The White Paper describes the current status of the E Waterway Network, the evolution of the institutional and regulatory framework for inland navigation since 2011, recent programmes and activities of UNECE, the European Union and other international organizations. The White Paper identifies eight priority areas to make IWT in the ECE region more sustainable and competitive, and comes up with policy recommendations for UNECE actions for each of them.

This publication presents the text of the European Code for Inland Waterways. It extensively details the code and covers Articles 1 through 9.
