Social Accountability Initiatives In Morocco Tunisia And Lebanon

This Open Access Pivot represents the first extensive exploration of social accountability within the Arab world following the 2011 Arab uprisings. Drawing on insights from development studies, comparative politics, and Middle East studies, the authors explore the evolution of accountability as a governance concept, review theories on social accountability’s role in improving public service delivery, and categorize types of social accountability initiatives, highlighting respective strengths and weaknesses. Detailed country chapters provide a solid basis for the comparative approach which reveals major variations in meanings of accountability, mobilization strategies, and official responses, rooted in the specific sociopolitical contexts of each country. Moreover, the book analyzes the influence of political and economic elites as well as the nature of popular mobilisation on accountability dynamics in the region. The new MENA health strategy for 2013-2018 is focused on the creation of “fair” and “accountable” health systems in the region. Conceived through a yearlong process, it captures the World Bank’s commitment to overarching principles in a sustainable manner. It first analyzes the status of health systems in the region; then describes how health care can be made more fair and accountable; next provides examples of World Bank global expertise and products to do so; and concludes with details of how the strategy will be implemented. Through this strategy, the World Bank is committed to supporting governments to implement their priorities in the health sector in order to create more fair and accountable systems for the people.

This book presents a state of the art in the developing field of social policy in the Middle East and North Africa (MENA) region. It offers an up-to-date conceptual analysis of social policy programmes and discourses in the MENA region by critically reviewing the range of social insurance and social assistance schemes that are currently in existence there. It also analyses and offers suggestions on which of these policies can positively impact the region’s advancement in terms of human development and in addressing social and economic inequalities and exclusion.

The Annual Report is prepared by the Executive Directors of the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA)—collectively known as the World Bank—in accordance with the by-laws of the two institutions. The President of the IBRD and IDA and the Chairman of the Board of Executive Directors submits the Report, together with the accompanying administrative budgets and audited financial statements, to the Board of Governors.

Despite progress, open government reforms remain uneven across the Arab region and are hampered by the ongoing effects of the COVID-19 pandemic. This report assesses the economic and social impact of open government based on experiences and good practices in OECD and Arab countries.
