Social Currents In North Africa

Social Currents in North Africa is a multi-disciplinary analysis of the social phenomena unfolding in the Maghreb today. The contributors analyse the genealogies of contemporary North African behavioral and ideological norms, and offer insights into post-Arab Spring governance and today's social and political trends. The book situates regional developments within broader international currents, without forgoing the distinct features of each socio-historical context. With its common historical, cultural, and socio-economic foundations, the Maghreb is a cohesive area of study that allows for greater understanding of domestic developments from both single-country and comparative perspectives. This volume refines the geo-historical unity of the Maghreb by accounting for social connections, both within the nation-state and across political boundaries and historical eras. It illustrates that non-institutional phenomena are equally formative to the ongoing project of post-colonial sovereignty, to social construction and deployments of state power, and to local outlooks on social equity, economic prospects, and cultural identity.

As North African, Middle Eastern, and Sahelian societies adapt to the post-Arab Spring era and the rise of violence across the area, various groups find in Islam an answer to the challenges of the era. This book explores how Islamist social movements, Sufi brotherhoods, and Jihadi armed groups, in their great diversity, elaborate their social networks, and recruit sympathizers and militants in complicated times. The book innovates by transcending regional boundaries, bringing together specialists of the three aforementioned regions. First, it highlights how geographically dispersed religious groups define themselves as members of a larger, universal Umma, while evolving in deeply embedded local contexts. Second, its contributors prioritize in-depth fieldwork research, offering fine-grained, original insights into the manifold mobilization of Islamist-inspired social movements in Egypt, Libya, Tunisia, Mali, Senegal, Mauritania, Burkina Faso, and Western Europe. The book sheds light on the tense debates and competition taking place amongst the different trends composing the Islamist galaxy and between other groups that also claim an Islamic legitimacy, including Sufi brotherhoods and ethnic and/or tribal groups as well. This book by a group of international scholars, both Arab and Western, was first published in 1985, and considers the state of contemporary North Africa and its position both in the Arab world and within wider international affairs. It examines the cultural and historical contexts which have shaped political and social conditions within the region. It also considers the nature of intra-regional conflict which has long been a feature of the North African political scene. The sociological impact of economic development within the region is treated at length, as are the changing positions of both the traditional elites and new groups such as women workers.

Foreign Policy in North Africa explores how the foreign policies of North African states, which occupy a peripheral and subaltern position within the global system, have actively responded to the constraints and opportunities stemming from multi-level transformations in the 2010s. What has been the extent of continuity and change in each country’s foreign policy-making and behaviour under such conditions? Which structural and agential factors explain the variations observed, or the lack thereof? Building on scholarship on foreign policy in the Global South and the Middle East and North Africa (MENA) as well as the international impact of the 2011 Arab uprisings, case studies on six different countries focus on a specific level of analysis for each. These range from the global (Tunisia’s financial predicaments and foreign debt negotiations) through the (sub)regional (Egypt’s relationship of necessity with Saudi Arabia, Algeria’s half-hearted policies towards the conflicts in Libya and Mali) to the domestic sphere (Morocco’s power balance between the monarchy and the Islamist-led government, Libya’s extreme state weakness and internal competition among proliferating actors), reaching also the deeper non-state societal level in the case of Mauritania. The volume concludes by examining post-2011 developments in the longstanding Algerian–Moroccan rivalry which hinders regional integration in the Maghreb.
