This book encourages a critical dialogue between interdisciplinary fields that border heritage boundaries and seeks to contribute a wide range of scholarly perspectives and case studies (both national and international). The widespread use of the concept of soft power is sometimes grossly misused as a synonym for anything other than military force. While the concept is one of the most popular and influential in progressive foreign policy circles and is noted for being the ability of a country to convince others that its cause is the best, without having to resort to economic or military threats, the your ability to accurately describe the world we live in needs repair lenses. Archaeology's links to international relations are well known: launching and sustaining international expeditions requires the honed diplomatic skills of ambassadors. U.S. foreign policy depends on archaeologists to foster mutual understanding, mend fences, and build bridges. Patchwork in times of plurality encompasses the multitude of actions as a revealing symbol of ethos, actors, organisms, and manifestations of preservation and dialogue frontiers. This plural metaphor, almost like a patchwork, aggregates and yet segregates, conforms, but disfigures, and boosts the meanings which represent this new field that international relations have been recently crossing. Just like the mirror metaphor - that reflects everything to all and, sometimes, intervenes in distortions - the patchwork analogy allowed the book to take responsibility for the disclosure of preservation actions on a global scale. The book has a pioneering role insofar since it is the only publication with such characteristics, concerns, and coverage. The work studies the interconnection between cultural properties and international relations by understanding them as a mosaic before the bridges that intertwine people and borders. The main goal of this work is to illustrate in what way intergovernmental relations have been privileging heritage and culture as acting fields for its broader needs. Therefore, the book addresses topics related to the international agenda, focusing on its less debated themes. Two examples of these undervalued matters are the link between actors, preservationist actions, and the universe of world cultural heritage. The book also pursuits a critical dialogue between interdisciplinary fields that narrow heritage frontiers in search to contribute with a spectrum of academic perspectives and (inter)national study cases. To serve distinct economic, social, or political purposes, institutionalized heritage (embodied by different values) becomes instrumentalized in a top-down direction. In a development frame, when we perceive culture as indispensable to human life, the past is transformed into exchange currency. Through the creation of alternative fields of action, usually in a bottom-up logic, the present builds new heritage connections. Joseph Nye coined the term "soft power" in the late 1980s. It is now used frequently—and often incorrectly—by political leaders, editorial writers, and academics around the world. So what is soft power? Soft power lies in the ability to attract and persuade. Whereas hard power—the ability to coerce—grows out of a country's military or economic might, soft power arises from the attractiveness of a country's culture, political ideals, and policies. Hard power remains crucial in a world of states trying to guard their independence and of non-state groups willing to turn to violence. It forms the core of the Bush administration's new national security strategy. But according to Nye, the neo-conservatives who advise the president are making a major miscalculation: They focus too heavily on using America's military power to force other nations to do our will, and they pay too little heed to our soft power. It is soft power that will help prevent terrorists from recruiting supporters from among the moderate majority. And it is soft power that will help us deal with critical global issues that require multilateral cooperation among states. That is why it is so essential that America better understands and applies our soft power. This book is our guide.

The book focuses on international cultural relations dealing with cultural heritage in terms of heritage diplomacy. The contributors discuss the potentials and limitations of heritage diplomacy and how it could be approached in theory, policy, and praxis. Cultural heritage is an essential element in transmitting values, establishing narratives of historical and contemporary connectivity, and creating subjective and collective identities and a feeling of belonging. During the past decade, the potential of cultural heritage for state foreign policy and in international heritage governance has attracted increasing interest among heritage scholars. This potential, however, remains under-researched in the broader spectrum of international cultural relations. This volume aims to critically explore the previous research on heritage diplomacy, develop its theoretical basis and scope, and thereby extend the discussion to new topics and themes. The articles extend the discussion of cultural heritage from its role in ‘soft power’ and foreign policy to a dialogic approach within international cultural relations. Such an approach deconstructs existing hierarchies in domestic and international power relations and understands cultural heritage as a contact zone that fosters people-to-people connectivity and cooperation based on trust.
