Essays on the emerging military-civilian divide in the United States.

Mitigating the destruction and chaos wrought upon the civilian populations of northwest Europe during the latter years of the Second World War became the focus of Civil Affairs, a little-known branch of the First Canadian Army. Comprising a motley collection of civilians-turned-soldiers – too old for combat yet too valuable to remain off the front lines – the members of Civil Affairs served as liaisons between Canadian combat forces and the civilians they encountered on the ground. Civilians at the Sharp Endfollows the story of the Civil Affairs branch through France, Belgium, the Netherlands, and Germany in 1944-45. David Borys highlights how Civil Affairs helped civilians caught in the jaws of war by delivering food and medicine, providing shelter for refugees and displaced persons, establishing law and order, dealing with resistance groups, and aiding in the reconstruction of infrastructure in damaged urban areas. Once in Germany the branch was further challenged as it transformed into a military government and became a force of occupation, rehabilitating a war-torn Germany and purging the state of its Nazi leadership, while at times having to protect German civilians from the recently liberated prisoners of the Nazi state. Borys demonstrates that while the Canadian Army was indeed concerned for the welfare of civilians, military operations took priority over civilian needs. Civil Affairs was forced to negotiate this complex terrain, assisting civilian populations while ensuring that they never impeded the work of the Canadian military and the ultimate defeat of Nazi Germany.

Claiming more than 600,000 lives, the American Civil War had a devastating impact on countless numbers of common soldiers and civilians, even as it brought freedom to millions. This book shows how average Americans coped with despair as well as hope during this vast upheaval. A People at War brings to life the full humanity of the war's participants, from women behind their plows to their husbands in army camps; from refugees from slavery to their former masters; from Mayflower descendants to freshly recruited Irish sailors. They stress the war years, but also cast an eye at the tumultuous decades that preceded and followed the battlefield confrontations. Civilians and War in Europe 1618–1815 is a comprehensive, interdisciplinary look at the role of civilians in early modern warfare, from the Thirty Years War to the end of the Napoleonic Wars. Drawing on works by scholars in art, literature, history, and political theory, the contributors to this volume explore the continuities and transformations in warfare over the course of two hundred years, examining topics central to civilian and war dynamics, including incarceration, cultures of plunder, billeting, and wartime atrocities, in addition to the larger legal practices and philosophical underpinnings of warfare and its aftermath. Showcasing the complex ways civilians were involved in war—not just as anguished sufferers, but as individuals who fought back, who profited, and who negotiated for their own needs—Civilians and War in Europe probes what it meant to be a civilian in countries deeply involved in conflict.

Concerns for the lives of soldiers and innocent civilians have come to underpin Western, and particularly American, warfare. Yet this new mode of conflict faces a dilemma: these two norms have opened new areas of vulnerability that have been systematically exploited by non-state adversaries. This strategic behaviour creates a trade-off, forcing decision-makers to have to choose between saving soldiers and civilians in target states. Sebastian Kaempf examines the origin and nature of this dilemma, and in a detailed analysis of the US conflicts in Somalia, Afghanistan and Iraq, investigates the ways the US has responded, assessing the legal, moral, and strategic consequences.
