The sum of two hundred and fifty thousand dollars is hereby appropriated to be paid out of the treasury of the commonwealth from the ordinary revenue for the pay of soldiers and sailors as provided in section one of chapter two hundred and eleven of the General Acts of nine teen hundred and seventeen, the same to be in addition to any amount heretofore appropriated or raised for this pur pose.
