The US forced the EU to liberalize the Lomé Conventions, but the EU fired back with the EPAs, characterized by supposedly free market policies but which in reality yokes the ACP countries trade to the EU and excludes the US.

This book is a compilation of important contributions from noted scholars, articles derived from JAMPROs Jamaica Investment Forum 2015 written by members of the UWI Mona, WJC faculty as well as significant presentations from the policy makers who form the government of Jamaica. Importantly, this work focuses on examining the centrality of policies coupled with innovation in the transformation of Jamaica as the place to live, raise families and do business as espoused by the Vision 2030 national development plan. This joint work highlights the fundamental role that JAMPRO as the key agency for promoting Foreign Direct Investment in Jamaica plays in the thrust for economic growth and development. Importantly, we highlight some key contributors to the progress we have made in Jamaica through cases of home-grown multinationals such as the Grace Kennedy and Company Limited, LASCO, Kingston Wharves Limited, Sandals (ATL Group), while further noting areas that, with continued thrust and the right policies can fast-track our transformation. The key areas identified are Logistics, Agriculture, ICT/BPO (outsourcing) and Manufacturing. This book provides a valuable contribution to the literature on economic transformation, examining the history, current and new paradigms for the future in order to fast-track the economic transformation of Jamaica.

Globalization and Corporate Governance in Developing Countries provides a clear-eyed analysis of the effects of the global economy on developing countries, which often face an up-hill battle when they opt to compete in a global market. Listing on a foreign exchange alone can be daunting, because it means following the home rules as well as a different set of stringent rules and elevated cost required by the listing exchange. Within this context, the question of cost-effectiveness, the desirability of possible changes to the company and tangible benefits are raised. The effects of globalization clearly travel a two-way street. Is harmonization possible and sensible? This book weighs options and poses questions within a balanced assessment of new economic reality. This volume is in the International Law and Development Series edited by Professor Raj Bhala. Published under the Transnational Publishers imprint.

This is the most in-depth study of the economic partnership between the European Union and the CARIFORUM countries, a group of fifteen small developing economies in the Caribbean. The CARIFORUM-EU Economic Partnership Agreement (EPA) is the first trade agreement of its kind, as it is a new type of WTO-compatible trade agreement between a group of developed countries and a group of developing countries. As a principal negotiator for CARIFORUM, Bernal's qualifications allow him to provide a unique perspective on the increasingly important topic of trade and economic development in the midst of globalization. Globalization, Trade, and Economic Development comprehensively explores the components of the EPA from all angles, explains how the agreement provides opportunities to strengthen and accelerate economic development, and outlines the policies which can allow the CARIFORUM countries to seize these opportunities. Bernal's explanation of the institutional arrangements for the conduct of the negotiations by CARIFORUM is invaluable to governments and regional organizations in developing countries for coordinating groups to advance common and joint positions in international negotiations.

Discussion of the governance of global trade and the multilateral trading system is too often dominated by developed-country scholars and opinion-makers, with inadequate attention given to developing country perspectives. Making Global Trade Governance Work for Development gathers a diversity of developing country views on how to improve the governance of global trade and the WTO to better advance sustainable development and respond to the needs of developing countries. With contributions by senior scholars, commentators and practitioners, the essays combine new, empirically-grounded research with practical insights about the trade policy-making process. They consider the specific governance issues of interest to developing countries and acknowledge the changing dynamics in the global economy and in trade decision-making.

'The Road to Sustained Growth in Jamaica' is part of the World Bank Country Study series. These reports are published with the approval of the subject government to communicate the results of the Bank's work on the economic and related conditions of member countries to governments and to the development community. Jamaica's economic history is a story of paradoxes and potential. It has an English-speaking and a reasonably well-educated labor force, is close to the world's largest market, the United States, and has an abundance of natural beauty that has spurred tourism. Many of its social and governance indicators are strong, including near universal school enrollment and poverty levels below that of comparable countries. However, the Jamaican story is marked by the paradoxes of low growth in GDP and high employment despite high investment and important achievements in poverty reduction. This paper attempts to explain these paradoxes and concludes that one possible explanation is that GDP has been understated. Amid these challenges, this report proposes that a "bandwagon" approach to reforms may be needed to improve prospects for sustained growth, with policy actions on several important fronts including measures to avert crisis while continuing to strengthen social safety nets, as well as short- and long-term policies such as reducing the growth of public expenditure and tackling crime. Given that policy choices are likely to be difficult, it argues that an approach based on social dialogue and consensus building is essential to create ownership for future reforms among all stakeholders.

How has globalization impacted on development? For Harrison, the answer lies in the international political economy, and the ways in which states have managed economic globalization - from positions of strength or weakness. Key themes emerge, such as new geographies of development and the constant need for state economic action.
