In this report the Joint Committee on the National Security Strategy finds that the National Security Strategy should address more fundamental questions about the UK's role in the world and its relationship with the USA and other allies. The Strategy also needs to be subject to a much wider public debate. The Committee says that: there is no evidence that the NSS has influenced decisions made since the Strategic Defence and Security Review; there should be an "overarching strategy", a document designed to guide government decision-making and crisis management both at home and on the international stage; the Government's assertion that there will be no reduction in the UK's influence on the world stage is wholly unrealistic in the medium to long term and the UK needs to plan for a changing, and more partnership-dependent, role in the world. The Government's unwillingness to provide the Committee with all the information it has asked for about the National Security Risk Assessment means that it is unable to give Parliament any assurances about its adequacy. The report also notes concern that the National Security Council's oversight of security issues is not sufficiently broad and strategic, given that it was deeply involved in operations in Libya and failed to discuss the national security implications of the Eurozone crisis or the possibility of Scottish independence.

The future of nuclear weapons and nuclear strategy in the 21st century is not entirely predictable from the Cold War past. Nor is it easy to foresee on the basis of what has happened since the Soviet Union collapsed in 1991. Cimbala contends that nuclear weapons and the psychology of nuclear deterrence will remain important after 2000, but the character of that importance will change. No longer will nuclear weapons be the dominators of military technology. Instead, advanced technology conventional weapons, based on information and electronics, will supplant nuclear weapons as the instruments of military supremacy in the 21st century. What, Cimbala asks, can be expected of nuclear weapons in the 21st century, given what we have learned from previous experience in the Cold War and in the 1990s? Cimbala expects that nuclear weapons will spread among currently non-nuclear states, and states with regional grievances or hegemonic aspirations will seek to deploy small nuclear forces as deterrents against neighbors or against outside intervention by the United States in regional conflicts. Regional rogue states may also obtain nuclear weapons. Nonetheless, as Cimbala explains, the international balance of power is unlikely to change. As he makes clear, power will be less dependent on deployed military platforms and more dependent on information warfare. This report presents the results of the evaluation of the five alternatives of the first-generation traffic control strategy for the computerized Urban Traffic Control System and Bus Priority System in Washington, D.C. The five control alternatives evaluated are: District 3-dial, time-of-day, traffic responsive, critical intersection control, and bus priority. They were evaluated to assess their relative impact on traffic during typical weekday morning, midday, and evening periods.

The latest population census in Egypt shows that there are more people now living along the narrow strip of land by the Nile than ever before, 95 million (CAPMAS 2017). The country’s rapidly growing population, its limited water resources, and its dependence on food imports all reinforce the importance of an integral agricultural policy. With the recent series of economic reforms that saw the flotation of the Egyptian pound, the imposition of a value-added tax, and decreases in energy subsidies, Egypt has a unique opportunity to focus on sector-level policies, including those within agriculture. This paper reviews agricultural and other related policies and their impact on the overall economic performance of the agricultural sector in Egypt. This stocktaking of policies is to serve as the basis for developing a more comprehensive agricultural strategy and policy framework that aligns sectoral policy objectives with policy measures in an effective and consistent manner. The paper is intended to serve as a reference for policymakers, researchers, and institutions. It highlights agriculture’s place in the Egyptian economy and examines water and irrigation policy and the provision and distribution of agricultural inputs, research, and extension, and reviews the price and procurement policies for key crops. Other public policies and their impact on agriculture are also evaluated via a look at the food subsidy system, land rent and tenure, land reclamation, and trade policies. The concluding section of the paper presents a summary of key messages and proposed questions for further research.
