Strengthening The Global Nuclear Safety Regime

The existing Global Nuclear Safety Regime is functioning at an effective level today. However, its impact on improving safety could be enhanced. This publication recommends action in a range of areas.

This publication is the proceedings of the second international conference on effective nuclear regulatory systems convened by the IAEA. The conference brought together senior nuclear safety, radiation safety and security regulators from around the world to discuss how to improve regulatory effectiveness to ensure protection of the public and the environment. The focus was on further enhancing the global nuclear safety and security regime. The conference identified several issues for consideration by governments, regulatory bodies, stakeholders, and issues for future international cooperation. These proceedings include a summary, the opening and closing speeches, the invited papers, and the President?s summary. A CD-ROM, which is attached to the back of this publication, contains the contributed papers and presentations.

This open access book traces the journey of nuclear law: its origins, how it has developed, where it is now, and where it is headed. As a discipline, this highly specialized body of law makes it possible for us to benefit from the life-saving applications of nuclear science and technology, including diagnosing cancer as well as avoiding and mitigating the effects of climate change. This book seeks to give readers a glimpse into the future of nuclear law, science and technology. It intends to provoke thought and discussion about how we can maximize the benefits and minimize the risks inherent in nuclear science and technology. This compilation of essays presents a global view in discipline as well as in geography. The book is aimed at representatives of governments -- including regulators, policymakers and lawmakers -- as well representatives of international organizations and the legal and insurance sectors. It will be of interest to all those keen to better understand the role of law in enabling the safe, secure, and peaceful use of nuclear technology around the world. The contributions in this book are written by leading experts, including the IAEA's Director General, and discuss the four branches of nuclear law -- safety, security, safeguards and nuclear liability -- and the interaction of nuclear law with other fields of national and international law.

Nuclear security culture is an important component of an effective nuclear security regime, as it serves as a tool to improve the performance of the human component at nuclear facilities and organizations to counter both insider and outsider threats. Security culture connotes not only the technical proficiency of the people but also their awareness of security risks and motivation to follow established procedures, comply with regulations and take the initiative when unforeseen circumstances arise. A workforce made up of individuals who are vigilant, who question irregularities, execute their work diligently and exhibit high standards of personal and collective behaviour is able to achieve effective nuclear security. Building upon this understanding of the importance of a strong nuclear security culture, this publication provides practical guidance on how to implement a systematic nuclear security culture enhancement programme.

New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened.This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010. The workshop was attended by over 100 international experts from more than 20 countries, and the papers presented here summarize current understanding of, and approaches to, the legal framework for nuclear security and counterterrorism. The book will be of interest to all governments, international organizations, researchers and practitioners worldwide who are involved in securing nuclear materials and preventing nuclear terrorism

This open access book examines key aspects of international cooperation to enhance nuclear safety, security, safeguards, and nonproliferation, thereby assisting in development and maintenance of the verification regime and fostering progress toward a nuclear weapon-free world. Current challenges are discussed and attempts made to identify possible solutions and future improvements, considering scientific developments that have the potential to increase the effectiveness of implementation of international regimes, particularly in critical areas, technology foresight, and the ongoing evaluation of current capabilities.

Jointly developed by the lAEA Advisory Group on Nuclear Security (AdSec) and the International Nuclear Safety Advisory Group (INSAG), this publication examines the commonalities and differences of nuclear security and nuclear safety, with a view to stimulating new thinking on how the common elements of nuclear security and nuclear safety can be further recognized to enhance excellence in the management of nuclear activities. Although safety and security have a somewhat different focus, they may overlap with each other and have a common goal – protecting people and society. Actions taken to further one activity can have implications for the other. This publication, written for professionals working in the area, focuses on the interfaces between nuclear safety and security with the aim of ensuring that safety and security actions are integrated with each other as appropriate and serve to reinforce each other. It seeks to establish a framework for a more holistic capability to further both safety and security.
