TRB Special Report 254 - Managing Speed: Review of Current Practices for Setting and Enforcing Speed Limits reviews practices for setting and enforcing speed limits on all types of roads and provides guidance to state and local governments on appropriate methods of setting speed limits and related enforcement strategies. Following an executive summary, the report is presented in six chapters and five appendices.

This comprehensive 2nd edition covers the key issues that relate human behavior to traffic safety. In particular it covers the increasing roles that pedestrians and cyclists have in the traffic system; the role of infotainment in driver distraction; and the increasing role of driver assistance systems in changing the driver-vehicle interaction.

This report continues the emphasis in documenting evaluation results of ITS user services and the benefits these services provide to the surface transportation system. It is intended to be a reference report. It highlights the benefits identified by other authors and refers the reader to information sources. The interested reader is encouraged to obtain source documents to appreciate the assumptions and constraints placed on the interpretation of results.
