The Department of Energy's Environmental Management Program (DOEEM) is one of the largest environmental clean up efforts in world history. The EM division charged with developing or finding technologies to accomplish this massive task, its Office of Science and Technology (OST), has been reviewed extensively, including six reports from committees of the National Research Council's (NRC's) Board on Radioactive Waste Management (BRWM) that have been released since December 1998. These committees examined different components of OST's technology development program, including its decision-making and peer review processes and its efforts to develop technologies in the areas of decontamination and decommissioning, waste forms for mixed waste, tank waste, and subsurface contamination. Gerald Boyd, head of OST, asked the Board on Radioactive Waste Management (BRWM) to summarize the major findings and recommendations of the six reports and synthesize any common issues into a number of overarching recommendations.

In the quest to mitigate the buildup of greenhouse gases in Earth's atmosphere, researchers and policymakers have increasingly turned their attention to techniques for capturing greenhouse gases such as carbon dioxide and methane, either from the locations where they are emitted or directly from the atmosphere. Once captured, these gases can be stored or put to use. Achieving the goals and objectives of sustainable development requires better information about the consequences of proposed actions. Partial information accounts for many failed efforts in the past. The financial implications for the proponent of the projects have often been more thoroughly analyzed than the implications for other actors. The impacts on biological diversity, or on the social fabric of local communities, have often been ignored. Decisi- makers may also focus more on the short-term consequences instead of long- term impacts, creating negative unintended consequences. It is clear that better decision-making processes are needed. Making better decisions requires identifying, obtaining, synthesizing and acting on larger and more diverse data sets, including information that has previously been overlooked in development decisions. The good news is that better processes are being developed and are becoming available. If the goal is to reach decisions that are broadly understood and accepted, affected communities need to be consulted. Early public participation in defining problems is a prerequisite to effective decision-making. There is no universal formula or checklist of information applicable to every proposed project. The scope of information required should not be determined from the start by small cadres of experts. It is unlikely that any individual or small group processes all of the expertise to achieve the kind of profound int- disciplinary synthesis that is needed.

Cementitious materials are an essential part in any radioactive waste disposal facility. Conditioning processes such as cementation are used to convert waste into a stable solid form that is insoluble and will prevent dispersion to the surrounding environment. It is incredibly important to understand the long-term behavior of these materials. This book summarises approaches and current practices in use of cementitious materials for nuclear waste immobilisation. It gives a unique description of the most important aspects of cements as nuclear waste forms: starting with a description of wastes, analyzing the cementitious systems used for immobilization and describing the technologies used, and ending with analysis of cementitious waste forms and their long term behavior in an envisaged disposal environment. Extensive research has been devoted to study the feasibility of using cement or cement based materials in immobilizing and solidifying different radioactive wastes.
