Sustaining More Inclusive Growth In The Republic Of Congo

The Republic of Congo has seen dramatic improvement in its debt situation since 2010, following debt relief through the IMF and World Bank Heavily Indebted Poor Countries/Multilateral Debt Relief Initiative. Large oil revenues have allowed the country to boost spending and increase foreign exchange reserves. Yet poverty and inequality remain comparatively high. This paper examines Congo’s challenge to manage its natural resource revenue and attain sustained inclusive growth.

The development of an effective state, a reliable infrastructure, and a dynamic private sector has long been hampered by political economy obstacles in the Democratic Republic of Congo. Resilience of an African Giant identifies these obstacles, which prevent the country from realizing its economic potential as the second-largest country in Sub-Saharan Africa, and outlines how they can be—and in some cases have been—overcome. Four instruments that have been used to boost economic development in the past and that can contribute to more development in the future are explored in the book: coordination among those who control or influence policy, application of new technologies, leveraging of external anchors, and development of social accountability networks. This book pulls together an impressive body of research on the exemplary transition of a country from a state of conflict to a post-conflict situation, and from there toward becoming a country with legitimate institutions created by free, democratic, and transparent elections.… I therefore wholeheartedly recommend it to all who are interested in development, particularly to policy makers in my country, as well as its partners.

The government of the Republic of Congo launched a program aimed at consolidating peace and promoting economic and social development. The objectives included improvement of governance and consolidation of peace and security, promotion of growth and macroeconomic stability, improvement of public access to basic social services, improvement of the social environment, integration of disadvantaged groups, and combating HIV/AIDS. The review shows that much remains to be accomplished, and building on the significant gains of recent years, the decision to expand and strengthen the strategic poverty reduction framework was made.

The potential role of social protection in the development process has received heightened recognition in recent years, yet making a strong investment case for social protection remains particularly challenging in many emerging and developing countries. This report challenges us to think deeply about the economic rationale for social protection investments through an inclusive development lens. It helps us understand the links between social protection, growth and inequality; how to measure those links empirically; social protection’s impact on inclusive growth; and how to build a more solid economic case for greater social protection investments.

This Poverty Reduction Strategy Paper on the Democratic Republic of Congo discusses economic policies and development. The macroeconomic and budget framework has been developed to take into account the effects of sectoral policies to maintain macroeconomic stability, a necessary condition for laying the foundation of economic growth and poverty reduction. It is based on the profile of public spending, the assessment of costs for achieving the Millennium Development Goals by 2020, and the sector-based economic growth theories taking into account the uncertainties of the international environment and the real potential of the Congolese economy. It is found that it allows for a realistic programming of public spending while highlighting the main budgetary choices proposed by the government.

This publication examines key issues related to the development of the education sector in Democratic Republic of Congo, focusing on the primary and secondary levels. Topics discussed include: background context, structure of the education system, education finance, learning outcomes and conditions, and educational quality aspects; as well as a chapter on the organisation, quality and financing of the higher education sector.
