Colonel Pat Proctor’s long overdue critique of the Army’s preparation and outlook in the all-volunteer era focuses on a national security issue that continues to vex in the twenty-first century: Has the Army lost its ability to win strategically by focusing on fighting conventional battles against peer enemies? Or can it adapt to deal with the greater complexity of counterinsurgent and information-age warfare? In this blunt critique of the senior leadership of the U.S. Army, Proctor contends that after the fall of the Soviet Union, the U.S. Army stubbornly refused to reshape itself in response to the new strategic reality, a decision that saw it struggle through one low-intensity conflict after another—some inconclusive, some tragic—in the 1980s and 1990s, and leaving it largely unprepared when it found itself engaged—seemingly forever—in wars in Afghanistan and Iraq. The first book-length study to connect the failures of these wars to America’s disastrous performance in the war on terror, Proctor’s work serves as an attempt to convince Army leaders to avoid repeating the same mistakes.

Is it possible that a president and his administration would purposefully mislead the American public so that they could commit the United States to a war that is not theirs to fight? Anyone with even a remote memory of the phrase “weapons of mass destruction” probably finds such a question naive. On the eve of the fiftieth anniversary of the Vietnam War, those with longer memories would consider the unquestioning acceptance of Saddam Hussein’s “gathering threat” even more naive. Providing historical context that highlights how the decision to use force is made, as well as how it is “sold,” Containment and Credibility explores how the half-truths and outright lies of both the Johnson and Nixon administrations brought us into a conflict that cost more than fifty thousand American lives over eight years. As we consider how best to confront the growing threat of ISIS, it is increasingly important for the public to understand how we were convinced to go to war in the past. In the 1960s, the domino theory warning of the spread of communism provided the rationale for war, followed by the deception of the Gulf of Tonkin Incident and the resulting resolution that essentially gave LBJ a blank check. This book will show how this deception ultimately led to the unraveling of the Johnson presidency and will explore the credibility gap that led to the public political debate of that time. Containment and Credibility applies the lessons of the sixties to today’s similar debates regarding military involvement. Skyhorse Publishing, as well as our Arcade imprint, are proud to publish a broad range of books for readers interested in history--books about World War II, the Third Reich, Hitler and his henchmen, the JFK assassination, conspiracies, the American Civil War, the American Revolution, gladiators, Vikings, ancient Rome, medieval times, the old West, and much more. “It covers, chapter by chapter the anti-air battle in wars from Yom Kippur (1973) onwards . . . a readable, well researched and well-presented book.” —Army Rumour Service (ARRSE) Anti-aircraft artillery truly came into prominence during the Second World War, shooting down more aircraft than any other weapon and seriously affecting the conduct of air operations. Development continued into the Cold War, resulting in the extensive introduction of surface-to-air missiles, or SAMs. Though the first combat success of such weapons was during the Vietnam War, when a Soviet-designed S-75 Dvina missile shot down a USAF F-4C Phantom on 24 July 1965, it was the Yom Kippur War of 1973 which brought surface-to-air missiles to the center stage. During this short but bitter conflict, Egyptian and Syrian air defenses shot down nearly fifty Israeli aircraft in the first three days alone—almost a fourth of Israel’s entire combat aircraft fleet. In all, Israel lost 104 aircraft during the war and, for the first time, more aircraft were lost to SAMs than any other cause. The age of surface-to-air missiles had dawned. In this unique examination, the author details the development of not just surface-to-air missiles, but all anti-aircraft artillery, since 1972. The part that such equipment played in all of the major conflicts since then is explored, including the Soviet Afghan War, the Falklands War, in which Rapier was deployed, the conflict in Lebanon, Kosovo and Bosnia, the Gulf War, Operation Desert Storm in 1991, and Operation Iraqi Freedom in 1993. The investigation is brought right up to date by a study of the weapons, tactics and engagements seen in the conflicts in Syria and Yemen.
