Teacher Education Policy

This edited collection brings together papers written by a number of experienced international academics who share a passion for promoting research-informed, high-quality pre-service and in-service teacher education that makes a positive difference to the lives of teachers and their students. Taken together, the contributions to this book represent a call to arms for all who lead education policy at local, regional, and national levels, teacher educators, and schools themselves, to engage in sustained and productive collaboration. Topics include: the centrality of empathy to the classroom, ‘practical theorising’ that is a central part of all good teachers’ armoury; the possibilities for collaborative professionalism which enables them to extend and enrich their thinking, commitment, and capacity for resilience; the pedagogical reasoning, habits of mind, critical reflection, knowledge, and skills that lead to the best classroom practices. Only when the voices of stakeholders at all these levels are brought together, heard, and enacted, are students in all schools in all contexts and in all jurisdictions likely to receive the quality of education to which all are entitled. The chapters in this book were originally published as a special issue of Teachers and Teaching.

In this book, leading teacher education researchers from Australia, Belgium, Canada, England, Finland, Hong Kong SAR, the Netherlands, New Zealand, North Ireland, Portugal, Scotland, the USA and Wales examine teacher education policy and research in each of their contexts. The book highlights the connections and disconnections between teacher education policy and research. It examines contemporary challenges and issues in teacher education including how high-quality teacher education is framed, how teaching quality is framed, and the role of teacher education research. It also considers future policy and research possibilities and opportunities for teacher education research, equity and preparing teachers for work within contexts of super-diversity, and early career teaching.

To improve schools we need to improve teachers. This volume provides recent research evidence that suggests that current education policy is not Promoting Effective Teacher Education And That Teacher Education Policy has: failed to support the formation of professional partnerships in initial teacher education; has almost ignored the induction of newly qualified teachers; and has narrowed in-service education into support for the implementation of central policy.; The evidence gathered in this book is used to argue for new forms of teacher education in every phase, built upon the foundation of professional partnership between schools and institutions of higher education. It is suggested that the funding for such changes could be drawn from less effective forms of school improvement, such as National Curriculum development and school inspection. With the implementation of such changes, it is argued, good quality teacher education programmes would prosper and foster a broad concensus about educational development that is often absent.

This book brings together and compares the teacher education policies and practices of eight high-achieving countries to consider what creates high-quality teachers in today's world.

By drawing on quantitative data and qualitative analyses of five major national education policies implemented in India over the last 15 years, this comprehensive volume explores their impact on teacher quality and perceived effectiveness, explaining how this relates to variations in student performance. Responding to a national agenda to increase the quality of the Indian teacher workforce, Teacher Quality and Education Policy in India critically questions the application of human capital theory to Indian education policy. Chapters provide in-depth and strategically structured analyses of five national policies – including the recently approved National Education Policy (NEP) 2020 – to see how Indian policymakers use teacher quality as a driver and measurement of education and national economic development. Ultimately, the text offers evidence-based policy recommendations to improve teacher quality in India, suggesting that while all five policies have contributed significant frameworks and recommendations for teacher quality reform, they have failed to move beyond a symbolic function. Given its rigorous methodological approach, this book will be a valuable addition to the under-researched question of education policymaking in postcolonial contexts. It will be an indispensable resource not only for scholars working on policymaking in the Indian context, but also for those working at the intersection of education, teacher development, and policymaking in developing countries.

Russia has been no exception. Elena Aydarova develops a unique theatrical framework to tell the story of a small group of reformers who enacted a major reform to modernize teacher education in Russia. Based on scripts circulated in global policy networks and ideologies of national development, this reform was implemented despite great opposition—but how? Drawing on extensive ethnographic material, Aydarova teases out the contradictions in this process. Teacher Education Reform as Political Theater reveals how the official story of improving education obscured dramatic and, ultimately, socially conservative changes in the purposes of schooling, the nature and perception of teachers' work, and the design of teacher education. Despite the official rhetoric, Aydarova argues, modernization reforms such as we see in the Russian context normalize social inequality and put educational systems at the service of global corporations. As similar dramas unfold around the world, this book considers how members of scholarly communities and the broader public can respond to reformers' stories of crises and urgent calls for reform on other national stages.
