With the modernization of existing analogue instrumentation and control (I&C) systems in nuclear power plants through digital I&C technology, and the implementation of digital I&C systems in new plants, the industry is faced with significant challenges. These challenges appear in the form of difficulties in managing the necessarily incremental transition, highly integrated (and interdependent) architectures, the flexible configurability enabled by digital technology, and uncertainty and inconsistency in licensing digital I&C systems and equipment in the different Member States. This publication discusses 17 major issues that utilities, developers, suppliers and regulatory stakeholders need to consider, so that the industry can capture and benefit from shared experience, recent technological developments, and emerging best practices.

The nuclear industry and the U.S. Nuclear Regulatory Commission (USNRC) have been working for several years on the development of an adequate process to guide the replacement of aging analog monitoring and control instrumentation in nuclear power plants with modern digital instrumentation without introducing off-setting safety problems. This book identifies criteria for the USNRC's review and acceptance of digital applications in nuclear power plants. It focuses on eight areas: software quality assurance, common-mode software failure potential, systems aspects of digital instrumentation and control technology, human factors and human-machine interfaces, safety and reliability assessment methods, dedication of commercial off-the-shelf hardware and software, the case-by-case licensing process, and the adequacy of technical infrastructure.

The focus of this publication is on the activities required to demonstrate the suitability of commercial off the shelf (COTS) digital instrumentation and control equipment for use in nuclear safety applications. The publication provides a detailed discussion of the typical challenges associated with the use of COTS devices, including issues associated with unique vulnerabilities and features of digital products. It outlines the strategy for digital COTS device assessment and qualification and describes the typical elements of the process. The publication addresses the specific steps of any justification, including identifying the requirements, selection of the supplier and candidate equipment, planning, assessment and identification of equipment life issues, suitability evaluation and all associated documentation. Maintaining the compliance of COTS devices as well as related regulatory aspects are also covered.

Presents recent breakthroughs in the theory, methods, and applications of safety and risk analysis for safety engineers, risk analysts, and policy makers Safety principles are paramount to addressing structured handling of safety concerns in all technological systems. This handbook captures and discusses the multitude of safety principles in a practical and applicable manner. It is organized by five overarching categories of safety principles: Safety Reserves; Information and Control; Demonstrability; Optimization; and Organizational Principles and Practices. With a focus on the structured treatment of a large number of safety principles relevant to all related fields, each chapter defines the principle in question and discusses its application as well as how it relates to other principles and terms. This treatment includes the history, the underlying theory, and the limitations and criticism of the principle. Several chapters also problematize and critically discuss the very concept of a safety principle. The book treats issues such as: What are safety principles and what roles do they have? What kinds of safety principles are there? When, if ever, should rules and principles be disobeyed? How do safety principles relate to the law; what is the status of principles in different domains? The book also features: • Insights from leading international experts on safety and reliability • Real-world applications and case studies including systems usability, verification and validation, human reliability, and safety barriers • Different taxonomies for how safety principles are categorized • Breakthroughs in safety and risk science that can significantly change, improve, and inform important practical decisions • A structured treatment of safety principles relevant to numerous disciplines and application areas in industry and other sectors of society • Comprehensive and practical coverage of the multitude of safety principles including maintenance optimization, substitution, safety automation, risk communication, precautionary approaches, non-quantitative safety analysis, safety culture, and many others The Handbook of Safety Principles is an ideal reference and resource for professionals engaged in risk and safety analysis and research. This book is also appropriate as a graduate and PhD-level textbook for courses in risk and safety analysis, reliability, safety engineering, and risk management offered within mathematics, operations research, and engineering departments. NIKLAS MÖLLER, PhD, is Associate Professor at the Royal Institute of Technology in Sweden. Integrated risk management (IRM) is particularly important during the preparation and construction phases of a nuclear power plant (NPP) and anticipates the risks that could arise during the operation and decommissioning phases. This publication is designed to enhance stakeholders' understanding of the fundamental processes, procedures, and methods for IRM. Practical guidelines are provided and best practices shared. The importance of having appropriate risk management policies, especially when considering the various contractual and organizational arrangements in different construction entities, operating organizations and Member States is emphasized. Tables are provided throughout the publication to indicate the causes of risks and their impacts on the applicable NPP or project. Economic evaluation techniques are also introduced. Member States contemplating expanding their existing nuclear power plant fleets can be expected to benefit from this publication, but it will likely be most valuable for Member States newly embarking upon a nuclear power programme.

IAEA work in the area of research reactor operation and maintenance is aimed at enhancing the capabilities of Member States to utilize good engineering and management practices to improve research reactor reliability and availability. In particular, the IAEA supports activities addressing ageing management of research reactor instrumentation and control (I&C) systems. The purpose of this publication is to provide engineering guidance on the design, and operational aspects of digital I&C systems for the refurbishment of existing facilities and for new research reactors. Key areas addressed include codes and standards applicability, licensing issues, dealing with the change in human-system interface from analogue to digital technology, software verification and validation activities, periodic testing and inspection, and configuration management. The publication contains technical descriptions and summaries of available digital systems that have been utilized in both new research reactor designs, and in the upgrading of older analogue safety and control systems. This guidance is foreseen for the broad spectrum of research reactors types existing today.
