Technological Innovation And The Effect Of The Employment On The Eu Countries

Innovation and employment can be a good marriage. Following on from an analysis of the classical economists, the author challenges the old paradigm of ‘innovation means unemployment’, which has dominated the economic debate for centuries. Is it possible to promote technological change as well as innovation and employment? At what point do technological change and innovation become labour friendly? These are among the topics examined in detail in the enclosed essays. This book considers a set of EU countries in which the results leave no doubts: innovation and employment can be an engine for an increase in employment, but the most important thing is the building of an adequate ecosystem. In this global era, national systems and the organisation of institutions (such as centres of education, legislation, academia and research) remain critical factors and play an important role in the success and the failure of innovation policy.

In recent years, rapid technological progress has led to a wholesale destruction of middle-level jobs and a substantial rise in income inequality. It could also bring an era of high structural unemployment. These impacts constitute a major challenge that cannot be ignored by policymakers. They affect the fundamentals of our labor market – and might severely shake the social structure and stability of our society. This new report examines the impacts of technology on the European labor market. The report documents that technological innovation brings not only immense benefits but also significant dislocations in the labor market by making many jobs redundant. HCSS calls upon policymakers to take the risks of job polarization, increased inequality and potentially high technological unemployment quite seriously and suggests some policy measures that could mitigate these risks.The study was conducted in the context of the TNO Strategy & Change program. Economic development has cyclical dynamics and long-term dynamics – the latter are typically related to demographical changes, innovation and long-term insti- tional changes in open economies. Financial markets – that means mainly capital markets – and labor markets are affected in OECD countries both by innovations and institutional reforms. As regards demographics ageing is a typical challenge on both sides of the Atlantic, and pension reforms in industrialized countries have placed greater emphasis on capital markets than in previous decades. Innovation dynamics certainly are also quite important for all high wage OECD countries. The Lisbon Agenda has put particular emphasis on more growth, higher innovation dynamics and better exploitation of the advantages of a digitally networked society. Traditionally, the US has a lead in global innovations, and the US policy certainly has contributed to the American technological leadership. There still is a per capita income gap in favor of the US and the US labor market situation also looks relatively favorable, but in the ?ve years since 2001 employment growth in the euro area was higher than that of the US. The euro area is, however, a rather heterogeneous set of countries which differ in terms of institutions, attitudes and reform progress – and everywhere governments are aware that there have to be reforms, not least in the context of globalization which bring a more complex and dynamic spatial structure of value-added.

This volume brings together leading European scholars and policy-makers to address the determinants of foreign direct investment (FDI) and its effects on globalisation, growth and European integration since 1945. The main focus of the study is foreign direct investment by German multinational companies. A range of methods, including econometric studies, survey-based analysis, and detailed discussions of published statistics are used to assess the implications for the German economy and the results in host countries of foreign investment. Consideration is also given to FDI by Swedish multinational corporations, as well as to the role national and supranational institutions can play in stimulating FDI. Although FDI often raises fears for employment and growth, it is an effective way of transferring techniques, processes and products into new markets. Firm-specific assets transferred in this way can raise productivity in the host country without sacrificing jobs in the home country.
