Technology Enabled Innovation For Democracy Government And Governance

This book constitutes the refereed proceedings of the Second Joint International Conference on Electronic Government and the Information Systems Perspective, and Electronic Democracy, EGOVIS/EDEM 2013, held in Prague, Czech Republic, in August 2013, in conjunction with DEXA 2013. The 19 revised full papers presented were carefully reviewed and selected for inclusion in this volume. They focus on the currently most sensitive areas in the field, such as identity management as a core component in any e-government or participation system, open data, mobile government applications as well as intelligent and learning systems.The papers are organized in the following topical sections: identity management in e-government; intelligent systems in e-government; e-government cases; mobile government; open government data; and e-participation.

In every part of the world information and technology are changing society and challenging the structures, roles, and management of traditional government institutions. At the same time, universal needs for human and social development, environmental protection, commercial and financial stability, and scientific and technological advancement demand governmental attention. In this complex and changing environment, governments are still expected to provide for the public good through legal and political processes, and public programs and services. Digital transformation, electronic government, government 2.0, and electronic governance are just some of the labels used to characterize the ideas and actions that underlie adaptation, transformation, and reform efforts. This book contributes to the ongoing dialog within the digital government research and practice community by addressing leadership and management challenges through the interplay of five interconnected themes: management, policy, technology, data, and context. These themes are evident in a wide range of topics including policy informatics, smart cities, cross-boundary information sharing, service delivery, and open government, among others. Accordingly, it includes chapters that explore these themes conceptually and empirically and that emphasize the importance of context, the need for cross‐boundary thinking and action, a public value approach to performance, and the multi‐dimensional capabilities necessary to succeed in a dynamic, multi‐stakeholder environment. The chapters in this book were originally published as a special issue of the journal, Public Management Review.

This publication sets out to provide a more critical evaluation of developments in e-government. The analytical tools, frameworks and theoretical perspectives employed by the contributors should enable students and practitioners to analyze and critique local, national and global progress in undertaking technology-enabled change in the processes of government. The scope of the book includes the area traditionally associated with e-government, i.e. service delivery by various levels of government. In addition, it examines the emerging area of e-democracy, in which technology is being utilized to provide a digital presence for the democratic processes of government. The book is a synthesis of theoretical contributions and empirical investigations. The contributors have been assembled from across the European Union and beyond to present empirical evidence from studies undertaken in a number of different countries. The knowledge gained from the implementation of e-government on an international scale, at the national and local level, should provide a useful reference point for policy makers and academics that are steering and evaluating future developments in e-government.

The physicist Neils Bohr allegedly wrote that “Prediction is very difficult, especially about the future”. Many academics believe that serious scholars should never attempt to write about the future, but some awareness of the ways in which the future of e-government may evolve is needed if well-grounded long-term decisions about issues such as infrastructures, institutions and educational programs are to be made. In addition, future-oriented research is of the utmost importance for informed public debate about technological developments with far reaching societal implications. This book marks the 25th anniversary of the permanent study group on e-government of the European Group for Public Administration, and the papers here were first presented at their 2012 meeting in Bucharest, Romania. The invited authors were not asked for rigorous analyses based on systematic empirical research or deeply rooted in a theoretical framework; instead they were challenged to write thoughtful and measured, but provocative, essays about ICT and public administration in the coming decade. Their contributions are reflections on the nature of new and emerging technologies in the public sector and their impact on government and on democracy itself. The book is divided into three sections: the past and present as starting point for thinking about the future of e-government, imagining the future of government, and implications for research and practice. The many questions raised by developments in ICT for future public administration are presented in a clear and thought-provoking manner, and merit more debate. This volume represents a departure from the normal run of academic publications. It is intended both to provoke academics and administrators to think about questions which will affect all of our futures and to offer a range of creative ideas about how the opportunities presented by technology can be exploited to provide better government and governance.
