Technology Tradition And The State In Africa

Originally published in 1971 this book argues that certain aspects of traditional African social systems have been misunderstood because of a failure to appreciate what is implied by important differences between the technologies of the major traditional African states and those of Europe and Asia. Differences in the modes of agricultural production were connected with differences in other aspects of the social system such as the relations between subjects and chiefs. This means that comparisons with the feudal systems of Western Europe or the monarchies of Asiatic states have definite limitations. Differences in technology not only affected not only the means of production but also of destruction. The importance of differential access to the means of domination is stressed as a critical factor in African political systems. This is an aspect which has been obscured in many studies that have relied largely on material gathered after the establishment of colonial rule.

Industrialization in Africa has relied heavily on state institutions of various kinds and on the inflow of foreign capital, especially foreign aid. With particular reference to technology and on the basis of a wide range of case-studies, this book explains how these features of the African experience have jointly contributed not only to the many cases of failure in the public sector, but also to a number of exceptional cases that can be regarded as success stories.

The integration and use of information and communication technologies (ICT) in African countries is increasingly observable in various sectors of activity (banking, education, trade, etc.) despite a digital divide still relevant. ICT has become a major sector of the recent growth of a new informal economy in African cities (Chéneau-Loquay, 2008). This question has been at the heart of various international meetings. An overall positive and even utopian momentum is generally heard about the contribution of digital technologies to the development of African states. The adoption or appropriation of digital technologies by Africans is presented in many speeches by politicians or institutions involved in the field of cooperation and international development as an important issue for the development of this continent. This collection of essays on pre-colonial sub-Saharan African military history is drawn from a number of academic journals and includes some which are considered milestones in African historiographical discourse, as well as others which, while lesser known, provide remarkable insight into the unique nature of African military history. Selections were made so as to produce an introduction to the understudied field of pre-colonial African military history that will be useful to specialists and non-specialists alike. The volume also contains an introduction which presents one of the first significant reviews of pre-colonial African military historiography ever attempted.

Technology Policy and Practice in Africa

Originally published in 1980 and here re-issued with an updated preface, this book deals with the role of the horse in the societies of West Africa during the pre-colonial period. It traces the history of its introduction and its diffusion within West Africa, and examines the problems of maintaining horses in such a harsh environment. The use of horses in warfare in analysed but the non-military aspects of the West African horse culture are also discussed, principally the use of horses as tokens of status and wealth. The book includes a review of the decline of the West African horse culture in the 20th century, reflecting the passing of a political system based on warfare and slavery.

This book frames the debates around the pressing desire for some form of unification that found expression in the pan-Africanist movement and formation of the Organization of African Unity in Addis Ababa, Ethiopia in 1963 following the advent of home-rule for many former colonies of the Western powers. Discussions in this volume address the following fundamental issues: nationalism and political integration and how the contradictions between both philosophies can be resolved; the amelioration of corruption in order to attract internal and external investments critical for developing the vast natural resources housed in the continent; the need for Africa’s adaptation to the ideology and practice of capitalism and liberal globalization to suit the character of African states in a projected federal United States of Africa; solutions to ethnic conflicts that are bound to happen over clashes of competing group interests; the indispensability and promotion of information communication technologies and urgent need to strengthen a network of regional electric power grids that would provide constant energy to the Union and lead to improvement in communication and economic growth; and recommendation of social democracy as the genre of democracy suitable for a proposed United States of Africa.

These five volumes concern one of the most important institutions in human history, the military, and the interactions of that institution with the greater society. Military systems serve nations; they may also reflect them. Soldiers are enlisted; they may also be said to self-select. Military units have missions; they also have interests. In an older, more traditional military history, while the second reflects a newer approach. Although each statement in the pairs may be said to be true, the former speak from the framework of the military sciences; the latter, from the framework of the social and behavioral sciences. The military systems of our past differ from one another over time, in political origins, size, missions, and technological and tactical fashions, but to a great extent their historical experiences have been more noticeably similar than they were different. When we ask questions about the recruiting, training, or motivating of military systems, or of those systems' interactions with civilian governments and with the greater society, as do the essays in these five volumes of reading on The Military and Society we are struck by the almost timeless patterns of continuity and similarity of experience. In each of these volumes approximately half of the essays selected deal with the experience in the United States; the other half, with the experiences of other states and times, enabling the reader to engage in comparative analysis.
