This 1956 book followed in the tradition of Sir Ivor Jennings' earlier The British Constitution and is a clear statement by an expert with a characteristically practical point of view. It is principally concerned with a practical problem: what constitution shall be given to a new country about to govern itself for the first time?

In this provocative and passionate book, Dan Russell outlines the history of Aboriginal self-government in Canada. He compares it to that of the United States, where, for over 150 years, tribes have practised self-government -- domestic dependent nationhood. Russell provides specific examples of how those institutions of government operate, and eloquently explains, from an Aboriginal perspective, what his people hope to achieve through self-governing authority. After describing rights theory, Russell locates Aboriginal self-government as a cultural right, and illustrates how the entitlements of Aboriginal women, an Aboriginal ethic, and collective rights, which are protected by self-governance, may conflict with the Canadian Charter of Rights.

In Citizens Plus, Alan Cairns unravels the historical record to clarify the current impasse in negotiations between Aboriginal peoples and the state. He considers the assimilationist policy assumptions of the imperial era, examines more recent government initiatives, and analyzes the emergence of the nation-to-nation paradigm given massive support by the Royal Commission on Aboriginal Peoples. We are battered by contending visions, he argues - a revised assimilation policy that finds its support in the Canadian Alliance Party is countered by the nation-to-nation vision, which frames our future as coexisting solitudes. Citizens Plus stakes out a middle ground with its support for constitutional and institutional arrangements which will simultaneously recognize Aboriginal difference and reinforce a solidarity which binds us together in common citizenship. The political institutions under which we live today evolved from a revolutionary idea that shook the world in the second part of the eighteenth century: that a people should govern itself. Yet if we judge contemporary democracies by the ideals of self-government, equality and liberty, we find that democracy is not what it was dreamt to be. This book addresses central issues in democratic theory by analyzing the sources of widespread dissatisfaction with democracies around the world. With attention throughout to historical and cross-national variations, the focus is on the generic limits of democracy in promoting equality, effective participation, control of governments by citizens, and liberty. The conclusion is that although some of this dissatisfaction has good reasons, some is based on an erroneous understanding of how democracy functions. Hence, although the analysis identifies the limits of democracy, it also points to directions for feasible reforms.
