The European Union's 25 member states have defence forces that include over 1.6 million personnel and inventories that include over 35,000 armoured vehicles, 2,000 combat aircraft, 60 submarines and over 140 major surface vessels. This book examines how the European Union can pursue a grand strategy and become a distinct global actor in a world of emerging great powers. At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. In recent decades, a remarkable degree of strategic mobility and military reach, significant social and human capital, and an advanced industrial and scientific base have endowed the European Union with capable and effective armed forces. However, as centuries of European (or Western) dominance are currently giving way to a more multipolar and less governable world system, protecting common "strategic interests" without adequate military capabilities may become ever more difficult. Although Europeans remain relatively well-equipped to mobilise the tools needed to tackle potential threats, within the EU there is limited awareness or recognition of the emerging challenges, a basic disinterest in strategic matters, and relatively few voices calling for effective and sustainable armed forces. In addition, the European political and institutional landscape regarding defence and military matters is extremely segmented. It is in this context that this report seeks to place European military capabilities in a broader perspective and highlight potential avenues for exploration and development over the next decade.

The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union. The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. The six parts focus on: country-based assessments of the evolution of the national defence policies of Europe's major, medium, and lesser powers since the end of the cold war; the alliances and security partnerships developed by European states to cooperate in the provision of national security; the security challenges faced by European states and their armed forces, ranging from interstate through intra-state and transnational; the national security strategies and doctrines developed in response to these challenges; the military capabilities, and the underlying defence and technological industrial base, brought to bear to support national strategies and doctrines; and, finally, the national or multilateral military operations by European armed forces. The contributions to The Handbook collectively demonstrate the fruitfulness of giving analytical precedence back to the comparative study of national defence policies and armed forces across Europe.

This ground-breaking volume provides a new perspective on the EU’s foreign policy and offers a reconstruction of EU research that extends beyond narrow-minded concepts of ‘power’ and ‘actorness’. Focusing on two intertwined research questions, it presents a more sustainable base for studying EU foreign policy: What is the EU’s foreign policy quality in terms of ‘actorness’ and ‘power’ compared to other types of actors in international relations and global politics? This book analyses the European Union’s (EU) approach to peacebuilding in its Common Security and Defence Policy (CSDP) missions, and explores how this approach impacts the EU’s role in international conflict management. Peacebuilding carried out through CSDP instruments has become central to the self-conception of the EU as an actor in international conflict management. EU missions and operations have, for the most part, been deployed to promote peacebuilding efforts in post-conflict situations, in particular through capacity-building, reforms and rebuilding of state structures. This book focuses explicitly on the peacebuilding dimension of the CSDP while exploring why and how the EU has adopted peacebuilding in its CSDP actions as a norm and a practice. It analyses how peacebuilding in EU missions is conceptualised, designed, governed and implemented. The book examines the extent to which EU missions and operations reflect a normative and practical commitment of the EU to peacebuilding – that is to say, the extent to which CSDP instruments have been shaped by international peacebuilding norms and EU foreign policy. Drawing on empirical insights from decision- and policymaking processes in Brussels as well as from missions in Mali and in Bosnia and Herzegovina, this book offers critical perspectives on the EU’s role as an international peacebuilding actor.
